Commonwealth v. Mark Richard Tietjen; Guilty Plea in Hit and Run of 11-Year-Old

Harvey L. Bryant, Commonwealth’s Attorney for the City of Virginia Beach, announced today that Mark Richard Tietjen, 37 years old, previously residing in the 1100 block of Battle Royal Circle, in Virginia Beach, Virginia pled guilty before Circuit Court Judge Edward W. Hanson to Hit and Run – Personal Injury.   Tietjen faces up to ten (10) years imprisonment.  The sentencing will take place on August 17, 2011. 

Had this matter gone to trial, the Commonwealth’s evidence would have proved that on the afternoon of February 9, 2011, the 11-year-old victim was crossing Lynnhaven Parkway in the City of Virginia Beach with friends when she turned around and knelt down to pick up a dropped Ipod.  As she bent down, Tietjen struck her with his van.  Her body flew into the air and landed several feet away in the road.  Tietjen fled the scene onto a nearby median where he was approached by a witness who asked what he was doing.  Tietjen continued to flee through a nearby neighborhood, without stopping to check on the welfare of the victim or provide his information to police.  Witnesses who observed the accident provided a description of the vehicle and the license plate number to the police.  The victim was airlifted to the Children’s Hospital of the King’s Daughters. 

 

Within an hour, Tietjen was observed by a Virginia Beach police officer driving his van in the Haygood area of Virginia Beach.  Although multiple police units followed Tietjen with their lights and sirens activated, Tietjen continued driving an additional 70 to 100 yards before pulling over.  A headlight was cracked as a result of striking the victim.  He later admitted to the police that he was involved in the accident but did not stop because he was scared.
