City Manager Appoints New Director of Budget and Management Services

​Following a competitive search process, City Manager Patrick A. Duhaney has named Kevin Chatellier director of Budget and Management Services for the City of Virginia Beach, effective Aug. 27, 2020. He replaces former Budget Director David A. Bradley, who was appointed deputy city manager for infrastructure earlier this year.

Chatellier began his career as a management and budget analyst with the City of Virginia Beach in 2008 and was promoted to a senior analyst in 2014. He was promoted to Budget and Management Services administrator in 2017 and named acting co-director of Budget and Management Services in September 2019.

"Kevin stood out in the process for several reasons," said Duhaney. "Not only does he have the experience with our budget processes, issues and systems, Kevin has demonstrated command of the range of skills necessary for this key leadership position. It requires the combination of analytical, technical, managerial and interpersonal skills to guide the development of multi-billion dollar operating and capital budgets for a city as diverse and complex as Virginia Beach. I am confident he will excel in leading that department and helping us address the financial and resource impacts of the pandemic."

Chatellier moved from Paducah, Kentucky, to Virginia Beach after earning his bachelor's degree and a Master of Public Administration degree from Murray State University in Kentucky. He will receive an annual salary of $143,000.
