City Announces Changes to Some Services, Programs and Facilities as Part of COVID-19 Response

​Most services are continuing as normal, although the City is making temporary operational modifications to ensure the health and safety of the community and City staff. These changes will ensure continuity of important programs and services while modifying non-essential activities. In each area, staff is committed to working through situations with residents on a case-by-case basis. For the latest updates on services, cancellations, announcements and resources, visit

City Council

  • Tuesday, March 17 formal agenda meeting is cancelled
  • A brief informal meeting is planned for a COVID-19 update and take action on one item
  • Planning and any other items that require a public hearing currently on the agenda for March 17 would be carried forward, with appropriate notification, to the April 7 agenda
  • Should applicants want their items deferred to a different date, they can work with staff


  • All branches closed at least until March 27, 2020.
  • Use your library card to access e-books, digital magazines, music and movies, as well as research resources, online classes, SAT prep tests and more at
  • No items will become overdue while library buildings are closed and no additional fines will accrue on items currently overdue; no holds will expire on-shelf.
  • Library staff members are available to assist you at (757) 385-0150 or between 10 a.m. and 5 p.m.

Recreation Centers

  • All centers are closed at least until March 27, 2020. Parks remain open although all events in the parks are canceled.

Virginia Aquarium & Marine Science Center and The Adventure Park

  • Closed until at least March 27

  • Conducting all transactions online, by email or mail. Call corresponding office with questions.

Commissioner of the Revenue

  • Conducting all transactions online, by email or mail. Call corresponding office with questions.
  • Real Estate & Personal Property Tax Relief for Senior or Disabled Citizens - Filing deadline extended.  Schedule an appointment after the threat of the Coronavirus has lessened. Applications or affirmations may be submitted by July 31, 2020. Apply by calling (757) 385-4385 or by email at
  • New Business Licenses – call (757) 385-4515 or email for proper instructions. Applications can be completed and mailed.
  • Existing Business Licenses – Renewals, payments and some account updates can be completed online at (select the blue tab labeled VBePay Business License Portal).

  • DMV Select Transactions and Services – (804) 497-7100 - Dealer title work can be dropped off. You will receive a telephone call upon completion. Housing & Neighborhood Preservation

  • Code Enforcement - If an immediate inspection of your property is necessary, please contact Code Enforcement at (757) 385-4421. Staff will review your case and determine how to proceed. To register a code complaint, use the online form ( or call Code Enforcement.
  • Rental Housing/Home Rehabilitation Programs - All previously scheduled in-person appointments/visits will be canceled, no in-person appointments/visits will be scheduled until further notice. For more information, please call (757) 385-5750.
  • Housing Resource Center - The Housing Resource Center will not accept walk-ins or visitors beginning Tuesday, March 17. People experiencing a housing crisis should call the Regional Housing Crisis Hotline at (757) 227-5932, Monday through Friday, from 8 a.m. to 7 p.m. Referrals will be managed via telephone, not in person.  Shelter services are at capacity and no new residents will be accepted until further notice.

Planning/Permits & Inspections

  • Limiting public access both in the office and out in the field.
  • Online Inspections Requests and Permitting options are available for all Plan Review, Commercial and Residential Building and all Trade permits.  You may also pay for these services online. Sheriff's Office


Office of the Commonwealth's Attorney

  • The office will be on a modified operating schedule beginning today, March 16, at 5 p.m. The office will not be open to the public through April 3. 

Courts and Clerk's Offices

  • The Virginia Beach Courthouse will be closed through April 6. Those who have a pending civil or criminal matter scheduled for that time should contact the appropriate court for their new court date.
  • ​All other offices located inside the Courthouse will also be closed, including the clerks offices and Community Corrections and Pretrial. Contact them directly for information on available services during this closure
