Commonwealth v. Richard Allen Brown; Man to Serve 40 Years for Sexual Abuse of Minor

Colin D. Stolle, Commonwealth's Attorney for the city of Virginia Beach, announced that Richard Allen Brown, 48 years old, of Virginia Beach, Virginia, was sentenced today for charges of Rape, Aggravated Sexual Battery, Forcible Sodomy, and Custodial Indecent Liberties.   Circuit Court Judge A. Bonwill Shockley sentenced Brown to fifty (50) years in prison with ten (10) years suspended leaving forty (40) years to serve. 

Brown pled guilty to the charge of Custodial Indecent Liberties and was found guilty by Judge Shockley after a trial on the remaining charges.  The Commonwealth's evidence proved that between December 20, 2014 and February 29, 2016, Richard Allen Brown sexually abused a minor known to him on multiple occasions.  A short time after, the victim reported the abuse to a trusted family member.  DNA testing proved that Brown had sexual contact with the victim.

Brown has an extensive prior record dating back to Philadelphia, Pennsylvania in 1989.  His prior record includes convictions for Robbery (5 counts), Rape, Possession of Burglary Tools (4 counts), Concealed Weapon (4 counts), Sexual Assault, and Embezzlement.  ​
