Neva White Selected as Chief Strategy Officer for City of Virginia Beach

​City Manager Dave Hansen today announced that Neva White has been selected as the chief strategy officer for the City of Virginia Beach. She will oversee the City's Strategy, Transparency, Innovation and Resiliency (STiR) Office which works to collaborate, convene, facilitate, and coach the enhanced development of the City organization through organizational strategy, use of data, continuous process improvement, and citywide resiliency.  White will begin this new position March 29, 2018.

White has worked for the City of Virginia Beach since 2002, when she was hired to open the Princess Anne Area Library, creating the prototype model for library service in the city.  Her most recent position is as the manager of the TCC/City Joint-Use Library, a partnership between the City of Virginia Beach and Tidewater Community College. Neva facilitated the process for creating the Memoranda of Understanding for the building and has worked in partnership with the college director to create one of the first joint-use libraries in the country to provide seamless service to customers.

"She is strategic, she is a facilitator, she is collaborative and she is an innovative leader who looks for ways to improve the organization by building on existing strengths and introducing new ideas. Neva has been preparing to assume the responsibilities of this position and has been a committed participant in the evolution of this new office. Throughout her time with the City, Neva has worked as a trained facilitator and has assisted with many city-wide strategic planning efforts, including the Vision 2040 planning group. She is one of the founding members of the City's Innovation Academy and currently serves on the City's Strategic Goal Team that is focused on financial sustainability and service excellence.  Her previous experience includes working in the Fort Worth and San Antonio, Texas Library systems and as the circulation manager for the Horn Book, Inc. in Boston, Massachusetts.

Neva is certified in Organization Development from DePaul University, has a Master's Degree in Information Science from Simmons College, and an undergraduate degree in English from Old Dominion University. Neva is a native of Virginia and a proud graduate of Bayside High School.
