Haylon Corporation, trading as 17th Street Surf Shop, has been a significant retail operation in Virginia Beach for more than 30 years. To grow its operation, the company has leased 7,500 square feet at 2562 Horse Pasture Road to relocate its headquarters in addition to its distribution and receiving operations in Virginia Beach.

The company provides surf and skate style to its customers with a vast array of surfboards, skateboards and accessories. The stores also carry quality popular sportswear lines and shoes.  The company incorporated in 1970 as Haylon Corporation after what started as a part-time venture selling t-shirts and surfboards in a 200-square-foot space. Today, 17th Street Surf Shop is considered one of the best, large-volume, multi-store retailers in the Mid-Atlantic with six stores, two in Virginia Beach, two in Chesapeake in addition to stores in Kill Devil Hills and Wilmington, N.C.

"This is a home-grown success story for an iconic well-established Virginia Beach company," said Economic Development Director Warren D. Harris. "We are proud to retain this retail franchise in our city and look forward to many more years of continued growth."

The company was started by Lee Jones and was sold in 1989. For the past 25 years, the company has been owned and led by Thomas C. Brown, president and his son, Tyler Brown, vice president. The company has 80 employees, and the management team has an average tenure spanning 10 to 30 years with the company.

"We were looking for an office space that was centrally located between our stores in Virginia Beach, Chesapeake, Wilmington and the Outer Banks of North Carolina," said Thomas Brown.  "With the support of the City of Virginia Beach, we realized we needed to keep our offices in the place where it all began 47 years ago."

The company plans to hire 10 employees for the retail locations with salaries of $36,000 and two senior management positions at the new headquarters with average salaries of $50,000 excluding benefits.

The Virginia Beach Development Authority has awarded Economic Development Investment Program a grant in the amount of $8,500 based on the company's capital investment of $224,000.

The mission of the Virginia Beach Department of Economic Development is to attract and retain national and international businesses to stimulate capital investment and create jobs. Virginia Beach is the most populous city in Virginia with a population of 450,000, and it is the 37th largest in the United States. It is recognized as one of the Best Run Cities in America by 24/7 Wall St. The Department of Economic Development received re-accreditation through the International Economic Development Council in 2016 and is one of only 50 economic development organizations in the world to have this recognition. Virginia Beach is listed among the Top Five Overall Mid-sized American Cities of the Future, Top 10 for Economic Potential and Top Five for Infrastructure by fDi magazine.
