VBPD Response to the President's Report on 21st Century Policing

The Virginia Beach Police Department is a learning organization and one that is dedicated to constantly reviewing and improving its internal processes. We also strive to provide outstanding training and direction to our officers, based on best law enforcement practices so as to provide our community with the highest quality public services.  We also partner with the community to solve problems that affect quality of life in Virginia Beach. 


In response to numerous high profile issues and controversies involving law enforcement and communities around the nation, former President Barack Obama commissioned a task force consisting of veteran law enforcement officers, academics, community leaders, and members of the Department of Justice to research and develop methods to strengthen community policing and trust among law enforcement officers and the communities they serve.  This group was also tasked with finding ways to develop lasting collaborative relationships between local police and the public. The name of this initiative was the President's Task Force on 21st Century Policing, and the group published a final report in May 2015.  The report established six (6) major areas of guidance, called pillars, specifically designed to build trust and legitimacy between police and communities, provide recommendations for policies and proper oversight of police agencies, utilize new technologies and social media to increase communications and understanding, improve community policing and crime reduction, improve training and education of officers, and improve officer wellness and safety.


Upon receipt of this report, Virginia Beach Police Department Leadership put together a committee to review current internal processes and compare those processes to the 21st Task Force recommendations.  We were pleased to find that our agency already met or exceeded many of the 21st Century Policing recommendations, but that there was room for improvement.  Our internal workgroup recently completed their review and published the attached document outlining our present state as well as the challenges that face our organization to meet remaining recommendations.  This document is being made public in the interest of transparency and cooperation with our community and is available for viewing at:
