Bob Montague Appointed Director of Public Utilities

​Virginia Beach City Manager Dave Hansen announced today the appointment of Robert (Bob) Montague as director of Public Utilities. That department is responsible for the water and wastewater systems that service residents and businesses throughout Virginia Beach. Montague has been acting administrator of Utility Operations since Jan. 2016 and interim director since Feb. 2016 following Tom Leahy's promotion to deputy city manager.  

"I have great confidence in Bob," said Hansen. "He is a highly capable and knowledgeable individual who has demonstrated the necessary skills and abilities to effectively lead Public Utilities going forward. He combines both strategic and operational expertise. He is part business manager, part customer service innovator, and part champion for employees. He focuses on quality design, maintenance and water conservation. Each area is critical to ensuring our ability to provide essential water and wastewater services, and Bob delivers."

Montague is a 21-year veteran of the Department of Public Utilities. He started as an administrative analyst in 1995 and was quickly promoted to water conservation coordinator in 1996. He was named business manager in 2001 and acting utility engineering manager in 2012.

"This is a great opportunity and I appreciate the city manager's confidence in me," said Montague. "The last eight months have given me insights that will help us with long-term planning for water and sanitary sewer services while addressing issues with aging infrastructure and ensuring compliance with environmental and regulatory concerns. I have an extraordinary team here in Utilities and we're up for the challenge."  

Montague earned a bachelor's degree in government from the College of William and Mary and a Master of Public Administration from Old Dominion University. His appointment is effective Oct. 7.
