Richard V. "Vance" Cooper Named New Deputy Fire Chief

Virginia Beach, VA - May 23, 2016 - Virginia Beach Fire Chief Steven Cover announced today the promotion of District Chief Richard Vance Cooper to the position of Deputy Fire Chief of Services. Chief Cooper has served VBFD since 1990, and has held the rank of District Chief for the past nine years.  He has worked in multiple operations assignments as well as most staff functions.  He is also a Task Force Leader for FEMA's Virginia Task Force 2 (VA-TF2) Urban Search and Rescue Team.  Chief Cooper holds a Bachelor of Science degree in Fire Administration from Hampton University and a Master of Public Administration degree from Old Dominion University.  He is a graduate of the National Fire Academy's Executive Fire Officer Program, accredited as a Chief Fire Officer, a graduate of the Kennedy School of Government at Harvard University, and has successfully completed the West Point School of Leadership.

Cooper will be promoted to Deputy Fire Chief on June 7, 2016.
