City Manager Dave Hansen Appoints Two Deputy City Managers

​Virginia Beach City Manager Dave Hansen announced today the appointments of Tom Leahy and Kenneth Chandler as the newest deputy city managers. Leahy has served as interim deputy city manager since Hansen was named city manager in January. Chandler will fill the vacancy created following Cindy Curtis' retirement in April.

Tom Leahy has been employed by the City of Virginia Beach's Department of Public Utilities since 1980. He has led that department since 2003. "During this period, Tom delivered one of the most important projects we have ever had, the Lake Gaston pipeline," said Dave Hansen. "Tom's wealth of experience, level of professionalism and strong project management experience will be invaluable as we once again have the opportunity to bring transformational projects online, like the arena, major road projects and potentially, the light rail extension to Town Center."

Leahy, a licensed professional engineer in Virginia, will oversee the departments of Public Works, Public Utilities, Information Technology, Finance and Budget and Management Services. He received his Bachelor and Master degrees in chemical engineering from the University of Virginia and Master of Public Administration from Old Dominion University.

Ken Chandler has 27 years of executive level public sector experience in diverse communities including Richmond, Arlington County, Dallas, TX, Portsmouth and, most recently, the District of Columbia.  He will oversee the departments of Human Services, Libraries, Parks & Recreation, Human Resources and Public Health as well as the offices of Organizational Development and Volunteer Resources.

"Ken is known as a collaborator and consensus-builder who has a wealth of experience in the departments he will oversee, and he will provide valuable perspectives based on his work in other local governments," said Hansen. "Ken will help us use data more effectively in decision-making, facilitate the modernization of our legacy systems and processes and engage communities in problem solving."

Chandler earned a Doctor of Strategic Leadership from Regent University, a Master of Public Administration from Old Dominion University and a BA from Morehouse College. He is an International City Manager's Association (ICMA) Credentialed Manager and is a member of the United States Coast Guard Auxiliary.

Leahy's first day was May 22 and Chandler will begin July 7.
