Virginia Beach Residents May Qualify for Fee Refund

​Virginia Beach residents who paid a $2 city fee when transferring their DMV registration of a motor vehicle anytime within the last six years may qualify for a refund.

For decades taxpayers in Virginia Beach were required to register their personal property for taxation by the purchase of a city decal. The city annually charged a $20-25 fee for a new city decal to display on the windshields of taxpayers motor vehicles. If a taxpayer needed a replacement decal because a car was repaired or replaced, a $2 transfer fee was charged.

The $2 city fee was removed when the city eliminated the decal and transitioned to the Local Vehicle Registration (LVR) program with DMV. However, the $2 city fee has been mistakenly charged with the $2 DMV registration transfer fee.
