​How hard is it to start or expand a small business in Virginia Beach? We want to know.

Last year, a national survey rated Virginia Beach as the second-most-friendly city for small businesses in the country. It was a great honor – but we can do even better.


Now, a committee led by Councilman Bob Dyer is exploring ways to help small businesses thrive in Virginia Beach. But first, the committee wants to hear from small business owners: What are the biggest challenges to doing business in Virginia Beach?


The Small Business Subcommittee has created a 13-question survey for small business owners. It is administered by Old Dominion University and it takes less than 10 minutes to complete. Participation is voluntary and anonymous. No identifying information will be collected.
