Grand Jury Returns 84 Indictments: Man Indicted for Murder of Off-Duty Norfolk Officer

Harvey L. Bryant, Commonwealth’s Attorney for the City of Virginia Beach, announced that a grand jury meeting in Virginia Beach Circuit Court today returned indictments against 84 individuals charging 181 separate offenses. Of those indicted today, six (6) were indicted for Possession of a Firearm by Felon, seven (7) for Use of a Firearm in the Commission of a Felony, and two (2) were indicted for other firearms violations, which accounts for over 17% of the total defendants indicted today. 


Kareem Hassan Turner, age 25, of the 7100 block of Sewells Point Road in Norfolk, Virginia, was indicted for Second Degree Murder, Armed Robbery, Use of a Firearm and Conspiracy.  Turner is charged in the killing of off-duty Norfolk Police Officer Victor Decker on October 26, 2010. 


The grand jury also indicted five (5) individuals for felony Driving Under the Influence.  Those individuals are:
