How Do I Vote A Early Ballot (By Mail)?

In order to apply to Vote By Mail (also known as Absentee Voting by Mail):

  • ​You must be registered to vote in the City of Virginia Beach.
  • You must complete a Virginia Vote By Mail Absentee Application Form for each election in which you intend to vote by mail. Parts 1, 2, 4 and 5 of the Application must be completed.  Also complete parts 7c & 7d, (if assistance is required),  Don't forget to sign and date part 8.
  • Absent Active Duty Military, Virginia Voters Residing Overseas and Dependents residing with them MAY USE the Federal Post Card Application (FPCA). The FPCA or form 76, can be used if you are: 1) a member of a UNIFORMED SERVICE OF THE UNITED STATES, as defined in 42 U.S.C. 1973ff-6(7), on active duty, or 2) a member of the MERCHANT MARINES OF THE UNITED STATES, or 3) a person temporarily residing outside the continental United States, or 4) the spouse or dependent residing with any person listed in (1), (2), or (3) above. If you are active duty military or a military dependent residing locally and wish to have your ballot mailed, you should submit the Virginia Vote By Mail Application Form.
  • Applications cannot be accepted if they are not complete, with the last four digits of your social security number and signed by you.
  • Vote By Mail Absentee Ballot Applications must be received by Virginia Beach Voter Registration & Elections by 5:00 p.m. on the eleventh (11th) day before the election.
  • Ballots will be mailed upon receipt of a completed Vote By Mail Absentee Ballot Application Form.
  • The completed Ballot must be returned to the City of Virginia Beach Voter Registration & Elections office by 7:00 p.m. on election day or posted marked on or before election day and received in our office by noon on the third day after the election.
  • If you need to vote by mail due to a long term illness, disability​ or would like to have all ballots for which you are qualified to receive mailed to you permanently you may submit the Vote By Mail Absentee Application Form and also complete Section 3​. To make a change as to where your ballot is mailed for one election or to change the political party primary ballot you receive for one or all elections you must submit the Virginia Permanent Absentee Voter Single Election Change Form.

Vote By Mail Voters Must Return Their Voted Ballot By Mail Or Hand Deliver It Personally. No One May Deliver A Voted Ballot Except The Voter.
