Parking Enforcement

​​​​​​​​​​​​​​​​​​​​​The City provides on-street parking management and enforcement to regulate parking for residents, visitors, merchants, and commuters for three primary reasons:

  • To promote commerce and area merchants by ensuring frequent space turnover for local business customers
  • To promote public safety by regulating where parking is prohibited such as in front of fire hydrants, intersections, and other public access points
  • To promote the quality of life by restricting access into area neighborhoods, prohibiting parking on sidewalks or crosswalks, ensuring travel lanes are clear, and protecting handicap parking spaces

 Avoid Citations


  • Seek assistance from Parking Ambassador
  • Use Credit Cards or Cell Phone to pay the meters
  • Park in the surface lots or garages for extended length of stay
  • If you have trouble using a meter, call 24-hour customer service center at (423) 693-0389
  • Renew your annual license plates and state inspections
  • Don’t park on sidewalks or crosswalks
  • Be aware of the parking meter time expiration. Take meter receipt with you.
  • Park in a lot or garage instead of the resort area neighborhoods between 8pm and 6am or on the 4th of July and Labor Day Weekends
  • Use proper identification when parking in a handicap space
  • Don’t park in the alleys, fire lanes, or in front of fire hydrants
  • Don’t park opposite the flow of traffic, it requires crossing double yellow lines and on-coming traffic

The City enforces 17 types of parking violations. The table below is a summary of the citation type and amount.

 Payment Information

How To Pay a Parking Violation Citation

There are two ways to pay a parking violation citation: 

  1. Pay in person at any local Treasurer’s Office.  Hours and Locations 
  2. Pay Online         

Late Payment of Parking Violation Citations

If a parking citation is not paid within 14 days, the original citation amount will increase in value.  If the citation is not paid within 60 days, the City may request a DMV hold on the annual vehicle registration which includes a $20 fee and an additional late fee assessment up to $50.

 Appeals

Parking Violation Citation Appeals

Violations can be voided administratively if they were written in error. Examples of errors could  be wrong license plate number, wrong street name, or wrong dates. Administrative reviews of parking violation errors can be made by contacting Republic Parking Systems at (757) 437-1157 or by e-mailing  parkinghelp@vbgov.com 

To challenge the validity of the parking violation citation, contact the City Treasurer’s Office at VBPT4you@vbgov.com, call (757) 385-6435, or go to Parking Tickets to request an appeal form and to schedule an appeal hearing with the City of Virginia Beach Traffic Court. The Traffic Court convenes once a month to adjudicate traffic and parking violations.
