The City of Virginia Beach Parking Management Office is an Accredited Parking Organization (APO) as awarded by the International Parking Institute.  The office is located with the Planning and Community Development's Strategic Growth Areas Office. Parking Management is responsible for the administration, operation, maintenance, and revenue collection for 13,300 on-street metered parking and off-street parking spaces located in municipal parking lots and garages at the Oceanfront, Croatan, Sandbridge, Little Island Park and Town Center as well as the Residential Parking Permit program at the oceanfront.

The main mission of the City's Parking Management Office is to provide affordable and sustainable parking services that promotes superior customer service and supports residents and commerce.

The City of Virginia Beach operates the oceanfront parking as an Enterprise Operation which means no taxes are used to offset the costs of parking operations. All fees collected at the oceanfront are used to fund daily operations, repairs, and future expansions.  For Town Center parking operations, the City uses a mix of Tax Incrementing Financing and an additional real estate tax levied solely on Town Center property owners.  The total annual costs of operating all parking locations exceed $13M with no direct tax payer support.

The City contracts with Republic Parking Systems to provide the day-to-day operation of all it's parking operations. During the peak season, total staffing will exceed 110 employees. Typical jobs and tasks include management, supervision, human resources, quality control, leasing, revenue and expense reporting, cashiering, maintenance, equipment repair, enforcement, community outreach, data collection, and administering service contracts.

The Parking Management Office does not manage on-street parking at the Chesapeake Bay (aka Chick's) beaches, Croatan neighborhood, or Sandbridge area.
