SWMF As-Built Chart:  The SWMF as-built drawing shall include the SWMF As-Built Chart that provides data needed for inspection and maintenance, MS4 permit compliance, and facility details.  The SWMF As-Buil​t Chart is in a spreadsheet format and can be obtained from Public Works Engineering.​

Public Works Specifications and Standards are the technical requirements, policies and procedures for design professionals to prepare plans and reports necessary for the development of both public and private projects within the City.
 
 

Draft Public Works Design Standards Manual​​


The Public Works Specifications and Standards has been updated and restructured by a committee of City and private stakeholders to provide the design community with a focused document delivering design standards for public and private infrastructure. The name of the document will be changed to the Public Works Design Standards Manual.

The Draft Public Works Design Standards Manual (PWDSM) was posted on the City’s website for review and comment on May 2, 2019. A Public Meeting was held on August 21, 2019 and the comment period ended on August 31, 2019.

The public comments have been reviewed and the appropriate revisions have been incorporated into the document. The updated Draft PWDSM is located on this website. The comments received and our corresponding responses are provided in a separate document located on this website.

A few changes have been made to Chapter 8 and Appendix J of the PWDSM, since the initial draft was posted on-line and the Public Meeting was held. These changes are a result of our continued analysis of the new standards. These changes are posted in summary form in a separate document located on this website.

As we indicated at the Public Meeting, the City hired Kimley-Horn to perform a third party review of the Draft PWDSM and provide comments and recommendations; review the stormwater model development methodology and provide comments and recommendations; and perform detailed site evaluations of four (4) recently approved site plans comparing the approved design with the design necessary to meet the requirements of the Draft PWDSM. This Final report is posted on this website.

Lastly, the format of the document has been updated to provide a more user- friendly document including hyperlinks (in the final version). You will notice some of the numbering/lettering has changed but the information is in the same order.

Since the changes to the PWDSM require changes to the Stormwater Management Ordinance (SWMO), a presentation of the proposed changes will be made to the Planning Commission, tentatively scheduled for April 8. Additionally, a presentation to City Council is tentatively scheduled for April 14, with a City Council vote on April 21.

Public Works has developed amendments to the 2016 Virginia Department of Transportation (VDOT) Road and Bridge Specifications and Standards for the design and construction of Capital Improvement Projects. In addition to the City's Amendments, Public Works has developed mandatory specifications and supplemental specifications.
