SWMF As-Built Chart:  The SWMF as-built drawing shall include the SWMF As-Built Chart that provides data needed for inspection and maintenance, MS4 permit compliance, and facility details.  The SWMF As-Buil​t Chart is in a spreadsheet format and can be obtained from Public Works Engineering.​

Public Works Specifications and Standards 

Public Works Specifications and Standards are the technical requirements, policies and procedures for design professionals to prepare plans and reports necessary for the development of both public and private projects within the City.
 
 

Draft Public Works Design Standards Manual​​

The City of Virginia Beach is presenting the Draft Public Works Design Standards Manual, 2019 for review and comment.

The Public Works Specifications and Standards has been updated and restructured by a committee of City and private stakeholders to provide the design community with a focused document delivering design standards for public and private infrastructure. The name of the document will be changed to the Public Works Design Standards Manual.

 
You are encouraged to review the Executive Summary, the Summary of Revisions and the Draft Public Works Design Standards Manual, 2019 and forward written comments to PWDesignStandards@vbgov.com .  The final Design Standards Manual will be reformatted and contain hyperlinks throughout the manual.

 
The public review and comment period will remain open through June 30, 2019.  Additionally, a public meeting will be held to discuss the draft document on Thursday, June 13th at the TCC ATC, 1700 College Cresent in the Theater from 9:30 am to 11:30 am.​

 
Upon completion of the public review all comments will be considered and appropriate comments/revisions will be incorporated into the final document.  The final Public Works Design Standards Manual, 2019 will be presented to the City Council for their approval.​

 

 

VDOT Road and Bridge Specifications

Public Works has developed amendments to the Virginia Department of Transportation Road and Bridge Specifications for the design and construction of Capital Improvement Projects. In addition to the amendments, Public works has developed mandatory specifications and supplemental specifications.

 
​The bid documents for Capital Improvement Program (CIP) projects managed by the Department of Public Works include the specific project plans, the City’s Front-End Documents (Division I), the 2016 Virginia Department of Transportation (VDOT) Road and Bridge Specifications, the City’s Amendments to the 2016 VDOT Road and Bridge Technical Specifications (Divisions II – XIII)​, the 2016 VDOT Road and Bridge Standards, the City’s Amendments to the 2016 VDOT Road and Bridge Standards (Division IX), the City’s Mandatory Specifications and any project specific Supplemental Specifications (Division X).  The following are the specific documents required:

 
      • ​​​City’s Front-End Specifications (Division I) include part of the project manual distributed for each project and is not available electronically. Division I contains the material necessary for a legally sufficient contract.​
      • Technical Specifications (Division II - XIII) include the 2016 VDOT Road and Bridge Specifications as well as City’s Amendments. 
      • Standards (Division IX) include the 2016 VDOT Road and Bridge Standards as well as the  City’s Amendments. 
      • Mandatory and Supplemental Specifications (Division X) are applicable to all Department of Public Works projects.​ 
            • ​​​Mandatory Specifications – These specifications are mandatory for all Department of Public Works projects and are to be included in the project manuals. 
            • Supplemental Specifications – These specifications are to be used on a case-by-case basis by project, at the direction of the Owner and are to be included in the project manual​.
