Public Works Specifications and Standards

The Public Works Specifications and Standards were the previous technical requirements, policies, and procedures for use by the design professional, prior to the adoption of the Public Works Design Standards Manual. This document can only be used for "grandfathered" projects as determined by the City's Project Manager.

SWMF AS-Built Chart

All SWMF as-built drawings shall include the SWMF As-Built Chart that provides data needed for inspection and maintenance, MS4 permit compliance, and facility details. The SWMF As-Built Chart is in a spredsheet format and can be obtained from Public Works Engineering.

VDOT Road and Bridge Specifications

Public Works has developed amendments to the 2016 Virginia Department of Transportation (VDOT) Road and Bridge Specifications and Standards for the design and construction of Capital Improvement Projects. In addition to the City's Amendments, Public Works has developed mandatory specifications and supplemental specifications.

Construction Documents

The bid documents for Capital Improvement Program (CIP) projects managed by the Department of Public Works include the specific project plans and project manual. The following documents are required for the project manual:

City’s Front-End Specifications (Division I) is located under the Contracts page.
Division I specifications contain the material necessary for a legally sufficient contract.

The “Front-End Specifications” tab on the Contracts page includes:

Horizontal Construction Projects City Funded under $5 million
Horizontal Construction Projects City Funded over $5 million
Horizontal Construction Projects Federal/VDOT Funded
Vertical Construction Projects
Vertical Construction for Bond Waiver Projects.

Technical Specifications (Division II - VIII) include the VDOT's 2016 Road and Bridge Specifications as well as the City's Amendments to the VDOT's 2016 Road and Bridge Specifications.
Technical Specifications (Divisions II – VIII) include the VDOT's 2020 Road and Bridge Specifications as well as the City's Amendments to the VDOT's 2020 Road and Bridge Specifications .
Standards (Division IX) include the 2016 VDOT Road and Bridge Standards and City's Amendments to the 2016 VDOT Road and Bridge Standards.
Mandatory and Supplemental Specifications (Division X) are applicable to all Department of Public Works projects.

Mandatory Specification. – These specifications are mandatory for all Department of Public Works projects and are to be included in the project manual.
Supplemental Specifications. – These specifications are to be used on a case-by-case basis by project, at the direction of the Owner and are to be included in the project manual.
