Law Enforcement Training Site - Leroy Rd.

Virginia Beach Public Works is responsible for the planning, design, construction, operation, maintenance and demolition of all City-owned buildings – and we have quite a few.

In the summer of 2014, we began to think about the possibility of finding City-owned land on which we could build a new Law Enforcement Training Academy.  One possible location is the former Law Enforcement Training Site at the end of Leroy Road.

So as a first step, we began to explore that site, which included environmental testing, which was formerly a small arms firing range.  We identified soil and ground water contaminants that are consistent with what one would expect to find at a former small arms firing range.

The City of Virginia Beach and Public Works have been working with the Department of Environmental Quality to test any existing wells within a radius of the property and will be developing a remediation action plan over the next several years.  As part of that, we are working to engage the neighboring public early in the process to ensure we have all the information we need to develop a sound, viable remediation action plan.

The links on this page will show in some order the process we have followed since we began in 2014.  We will continue to update this page with documents and other information that will keep you informed as we go through this process:
