The Public Utilities & Public Works City Services Bill includes water and sanitary sewer charges, storm water management and solid waste collection fees, and other related fees.
Storm water management and solid waste collection services are provided by the Department of Public Works. Storm water management services include the maintenance, construction, and improvement of drainage facilities, without which streets would be impassable and subdivisions would flood after normal rainfalls. Solid waste collection services include collection and disposal of solid waste and recycling materials for Virginia Beach residents.

How to Establish New Services
About My Bill
Your bill is mailed approximately every 30 days. Water charges are based on a meter reading taken the day your account is billed. Stormwater, trash collection, sanitary sewer, and service availability are all charged as fixed daily rates.
All new and transferred accounts are charged an account set-up fee. This fee covers the cost of establishing your account, turning on your water service, and obtaining your first meter reading. The fee will be reflected on your first bill.
If you receive sanitary sewer service (wastewater collection and transmission to the treatment plant), you will also receive a bill from the
Hampton Roads Sanitation District (HRSD) for wastewater treatment. HRSD’s charges are based on how much water you use each billing period.
