The Virginia Beach Department of Public Utilities provides water and sanitary sewer services to Virginia Beach citizens. Virginia Beach’s public water service provides a reliable water supply in full compliance with all federal and state drinking water standards, and increases fire protection capabilities in the neighborhoods it serves. We are staffed and equipped to respond to water and sanitary sewer emergencies 24 hours a day, holidays and weekends included. ​

The Public Utilities & Public Works City Services Bill includes water and sanitary sewer charges, storm water management and solid waste collection fees, and other related fees.  

​Storm water management and solid waste collection services are provided by the Department of Public Works​. Storm water management services include the maintenance, construction, and improvement of drainage facilities, without which streets would be impassable and subdivisions would flood after normal rainfalls. Solid waste collection services include collection and disposal of solid waste and recycling materials for Virginia Beach residents.

​About My Bill

Your bill is mailed approximately every 30 ​days. Water charges are based on a meter reading taken the day your account is billed. The sanitary sewer charge, storm water fee, and solid waste collection fee are based on flat monthly fees.
All new and transferred accounts are charged an account set-up fee. This fee covers the cost of establishing your account, turning on your water service, and obtaining your first meter reading. The fee will be reflected on your first bill.

If you receive sanitary sewer service (wastewater collection and transmission to the treatment plant), you will also receive a bill from the Hampton Roads Sanitation District (HRSD) for wastewater treatment.  HRSD’s charges are based on how much water you use each billing period.

 Automatice Recurring Payment Service

Ensure your bill is always pai​d on time. With each billing cycle, this free service automatically withdraws payment from your bank account on your bill due date. You will continue to receive a bill. To enroll​​, you will need to enter your 16-digit public utilities account number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your service address zip code, e.g. 23456.​​
 
To update your automatic recurring payment plan, ​log on to the Speedpay, an ACI Worldwide company. You will need to enter your 16-digit public utilities account number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your service address zip code, e.g. 23456.​​

 Pay By Phone

C​all Speedpay, an ACI Worldwide company, at (866) 247-6958 to make a ​payment using your debit/credit card or a bank transfer. A convenience fee of $1.75 will be charged for using this service. Speedpay is the vendor contracted to process online and phone payments for Virginia Beach Public Utilities. 

You will need to enter your 16-digit Public Utilities Account Number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your Service Address zip code, e.g. 23456.​​

Want to avoid convenience fees? Free bank transfer (ACH) payments are available to customers choosing eBill, our paperless billing option. As an eBill customer, your billing statements will be securely emailed to you, with a no-fee option to pay directly from your eBill. Learn more and sign up.​

 Pay Online
