Water service turn-offs for nonpayment have resumed. Please ensure your delinquent balance is paid to avoid service disconnection.

PLEASE NOTE: Any payments made after 3:00p.m. will not result in restored services until the following business day.

The Public Utilities Customer Service Center, located at 2809 S Lynnhaven Road Suite 250 (second floor), is now open to the public. Please wear a mask regardless of vaccination status.

Our call center (385-4631) is regularly experiencing high call volumes. If all of our customer service representatives are assisting other customers when you call, you will hear a message telling you to hang up and try again. 

Urgent calls currently accepted at 385-4171 include:

  • No water complaints
  • Low water pressure complaints
  • Burst pipes or other emergency turn-offs
  • Meter leaks
  • Hazardous meter lids

Routine requests can be submitted online at www.vbgov.com/puonlineservices or by email at vbwater@vbgov.com and will be processed as soon as possible. **When submitting a request online, be sure to include your account number, address, full name and phone number associated with the account.**

Utility Connection Fee customer requests (for new and renovated properties connecting to city water/sewer for the first time) are by appointment only at 2875 Sabre Street, Suite 250. To schedule an appointment, please call the Utility Connection office at 385-4636.​​​​​​

 Autopay

City Services Account Payment Plan installments cannot be paid through PU AutoPay.

Ensure your bill is always pai​d on time. With each billing cycle, this free service automatically withdraws payment from your bank account on your bill due date. You will continue to receive a bill. Please review "How to Enroll​" before enrolling.



To update your Autopay plan, ​log on to the Virginia Beach Public Utilities Speedpay payment system. You will need to enter your 16-digit public utilities account number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your service address zip code, e.g. 23456.​​

 Pay By Phone

C​all Speedpay, an ACI Worldwide company, at (866) 247-6958 to make a ​payment using your debit/credit card or a bank transfer. A convenience fee of $1.75 will be charged for using this service. Speedpay is the vendor contracted to process online and phone payments for Virginia Beach Public Utilities. 

You will need to enter your 16-digit Public Utilities Account Number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your Service Address zip code, e.g. 23456.​​

Want to avoid convenience fees? Free bank transfer (ACH) payments are available to customers choosing eBill, our paperless billing option. As an eBill customer, your billing statements will be securely emailed to you, with a no-fee option to pay directly from your eBill. Learn more and sign up.​

 Pay Online

Make a one-time payment using your debit/credit card or a bank transfer through Speedpay, an ACI Worldwide company and the vendor contracted to process online and phone payments for Virginia Beach Public Utilities. A conve­nience fee of $1.7​5 will be charged for using this service.

Sign up​ to receive a text message notification​ on your cell phone when your bill is ready. Simply reply to the text and your bill will automatically be paid using securely stored payment information through Speedpay, an ACI Worldwide company and the vendor contracted to process online and phone payments for Virginia Beach Public Utilities.  A convenience fee of $1.75 will be charged for using this service.​

 Pay By eBill


Have your monthly bill delivered straight to your email! eBills offer a variety of ways to pay your bill, including options with no convenience fee:OneClick Payment-01.pngeBill.png

  1. If you are viewing you eBill from a mobile device, click this button to pay. There is no convenience fee with this option.
  2. Click this button to enroll in Autopay directly from your eBill. There is no convenience fee with this option.
  3. Click this button to pay with a credit card. There is a $1.75 convenience fee with this option.
  4. Enter your bank account information and click this button to make a one-time payment. There is no convenience fee with this option. If you select 'Save my payment information for future transactions', you will be given the option for one-click payments on future bills.
  5. One-click payments are available to customers who have saved their payment information. With this option, customers can pay directly from the email that their eBill is delivered in. There is no convenience fee with this option.
Note: The @conservice.com email domain does not currently accept Public Utilities eBill emails. Please use a different email domain when enrolling in eBill. 

Note: If you have saved your payment information and would like to change it, simply enter the new payment information on your next eBill and select ‘Save my payment information for future transactions’ again. This will overwrite the previously saved information. If you would like to delete the saved payment information and not enter new payment information, please contact us by phone at 385-4631 or by email at vbwater@vbgov.com. If contacting us via email, be sure to include your account number, address, full name, and phone number associated with your account.

Note: Customers paying through the 'Mobile Device? Click Here to Pay' button may need to re-enter their payment information if their payment information was previously saved on a desktop.

Note: Customers making a one-time payment from their eBill using their banking information (not credit card) will not be charged the $1.75 convenience fee. The payment page will still show a static message in red stating that there is a convenience fee; however, eBill customers making an ACH bank payment can ignore this message. Their screen should show a fee amount of $0.00, like in the example below.

City Services Account Payment Plan

If your water service has been disconnected, apply here first! The City Services Account Payment Plan is available to qualifying residential customers who are experiencing financial hardship due to COVID-19. This allows customers to set up a payment schedule over a period of 2 to 24 months for existing balances.

Community Resources for Payment Assistance

​​The following resources are available to Virginia Beach residents in need of assistance paying a utility bill. You may also dial 2-1-1 for free information on available community services. When you dial 2-1-1, a trained professional will listen to your situation and suggest resources.

Water Assistance Program- 385-6700
The Water Assistance Program is provided by Virginia Beach Public Utilities to qualifying residents. Residents must meet the income threshold in order to qualify. Eligible residents can receive program assistance at a maximum of $300.00 once per fiscal year for a City Services Bill; and $250.00 for a plumbing repair. Please review the program eligibility requirements before applying. Click here to access the application form. H2O (Help To Others)- 543-8100
The H2O (Help To Others) program, administered​ by The Salvation Army, offers financial assistance to residents needing help with their City Services or HRSD bill. Residents must be able to demonstrate that a personal or family crisis has inhibited ability to pay utility bills. Eligible residents can receive program assistance one time in any twelve-month period in the amount of $250.00 or the balance due, whichever is less. For more information, call the number provided.​
