We offer a variety of convenient payment options to suit your lifestyle. Explore your options.

Virginia Beach Public Utilities temporarily suspended delinquent service turn-offs after the 5/31 event; however, delinquency service turn-offs are anticipated to resume in July.

​​​​​​​​​​​​​​We​ no longer offer extensions on bills. However, accounts will not be considered delinquent and eligible for water service disconnection until 90 days past the bill date. Please note if payment is not received within 75 days past the bill date, a $1.50 late fee will be applied. 

​If full payment of the delinquent balance is not made within 90 days past the bill ​​ date, a $20 delinquent fee will be assessed and the account will be eligible for water service disconnection.​​​​​​

 Automatic Recurring Payment Service

Ensure your bill is always pai​d on time. With each billing cycle, this free service automatically withdraws payment from your bank account on your bill due date. You will continue to receive a bill. To enroll​​, you will need to enter your 16-digit public utilities account number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your service address zip code, e.g. 23456.​​

 
To update your automatic recurring payment plan, ​log on to the Virginia Public Utilities Speedpay payment system. You will need to enter your 16-digit public utilities account number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your service address zip code, e.g. 23456.​​

 Pay By Phone

C​all Western Union at (866) 247-6958 to make a ​payment using your debit/credit card or a bank transfer. A convenience fee of $1.75 will be charged by Western Union Financial Services, Inc., the vendor contracted to process online and phone payments for Virginia Beach Public Utilities. 

You will need to enter your 16-digit Public Utilities Account Number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your Service Address zip code, e.g. 23456.​​

Want to avoid convenience fees? Free bank transfer (ACH) payments are available to customers choosing eBill, our paperless billing option. As an eBill customer, your billing statements will be securely emailed to you, with a no-fee option to pay directly from your eBill. Learn more and sign up.​

 Pay Online

​Make a one-time payment using your debit/credit card or a bank transfer. A conve­nience fee of $1.7​5 will be charged by Speedpay, an ACI Worldwide company, the vendor contracted to process online and phone payments for Virginia Beach Public Utilities.

 Pay By Text

Sign up​ to receive a text message notification​ on your cell phone when your bill is ready. Simply reply to the text and your bill will automatically be paid using securely stored payment information.  A convenience fee of $1.75 will be charged by West​ern Union Financial Services, Inc., the vendor contracted to process online and phone payments for Virginia Beach Public Utilities.

When paying by mail, you must include the bottom portion of your bill with your payment to ensure proper crediting to your account.

​​For your convenience, payment drop boxes are also available. Do not place cash in a drop box or use the drop box to make a payment on a delinquent account.

Community Resources for Payment Assistance

​​The following resources are available to Virginia Beach residents in need of assistance paying a utility bill. You may also dial 2-1-1 for free information on available community services. When you dial 2-1-1, a trained professional will listen to your situation and suggest resources.

Water Assistance Program- 385-6700
The Water Assistance Program is provided by Virginia Beach Public Utilities to qualifying residents. Residents must meet the income threshold in order to qualify. Eligible residents can receive program assistance at a maximum of $300.00 once per fiscal year for a City Services Bill; and $250.00 for a plumbing repair. For more information, call the number provided.

 
H2O (Help To Others)- 543-8100
The H2O (Help To Others) program, administered​ by The Salvation Army, offers financial assistance to residents needing help with their City Services or HRSD bill. Residents must be able to demonstrate that a personal or family crisis has inhibited ability to pay utility bills. Eligible residents can receive program assistance one time in any twelve-month period in the amount of $250.00 or the balance due, whichever is less. For more information, call the number provided.​
