The Virginia Beach Department of Public Utilities provides water and sanitary sewer services to Virginia Beach citizens. Virginia Beach’s public water service provides a reliable water supply in full compliance with all federal and state drinking water standards, and increases fire protection capabilities in the neighborhoods it serves. We are staffed and equipped to respond to water and sanitary sewer emergencies 24 hours a day, holidays and weekends included. ​

The Public Utilities & Public Works City Services Bill includes water and sanitary sewer charges, storm water management and solid waste collection fees, and other related fees.  

​Storm water management and solid waste collection services are provided by the Department of Public Works​. Storm water management services include the maintenance, construction, and improvement of drainage facilities, without which streets would be impassable and subdivisions would flood after normal rainfalls. Solid waste collection services include collection and disposal of solid waste and recycling materials for Virginia Beach residents.

​About My Bill

Your bill is mailed approximately every 30 ​days. Water charges are based on a meter reading taken the day your account is billed. The sanitary sewer charge, storm water fee, and solid waste collection fee are based on flat monthly fees.
All new and transferred accounts are charged an account set-up fee. This fee covers the cost of establishing your account, turning on your water service, and obtaining your first meter reading. The fee will be reflected on your first bill.

If you receive sanitary sewer service (wastewater collection and transmission to the treatment plant), you will also receive a bill from the Hampton Roads Sanitation District (HRSD) for wastewater treatment.  HRSD’s charges are based on how much water you use each billing period.

 Autopay

City Services Account Payment Plan installments cannot be paid through PU AutoPay.

Ensure your bill is always pai​d on time. With each billing cycle, this free service automatically withdraws payment from your bank account on your bill due date. You will continue to receive a bill. Please review "How to Enroll" before enrolling.



To update your Autopay plan, ​log on to the Virginia Beach Public Utilities Speedpay payment system. You will need to enter your 16-digit public utilities account number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your service address zip code, e.g. 23456.​​

 Pay By Phone

C​all Speedpay, an ACI Worldwide company, at (866) 247-6958 to make a ​payment using your debit/credit card or a bank transfer. A convenience fee of $1.75 will be charged for using this service. Speedpay is the vendor contracted to process online and phone payments for Virginia Beach Public Utilities. 

You will need to enter your 16-digit Public Utilities Account Number, e.g. 0001234530123456 (with leading zeroes, no dashes), and your Service Address zip code, e.g. 23456.​​

Want to avoid convenience fees? Free bank transfer (ACH) payments are available to customers choosing eBill, our paperless billing option. As an eBill customer, your billing statements will be securely emailed to you, with a no-fee option to pay directly from your eBill. Learn more and sign up.​

 Pay Online

Make a one-time payment using your debit/credit card or a bank transfer through Speedpay, an ACI Worldwide company and the vendor contracted to process online and phone payments for Virginia Beach Public Utilities. A conve­nience fee of $1.7​5 will be charged for using this service.​

Sign up​ to receive a text message notification​ on your cell phone when your bill is ready. Simply reply to the text and your bill will automatically be paid using securely stored payment information through Speedpay, an ACI Worldwide company and the vendor contracted to process online and phone payments for Virginia Beach Public Utilities.  A convenience fee of $1.75 will be charged for using this service.​

When paying by mail, you must include the bottom portion of your bill with your payment to ensure proper crediting to your account.

 Pay By eBill

Have your monthly bill delivered straight to your email! eBills offer a variety of ways to pay your bill, including options with no convenience fee:OneClick Payment-01.pngeBill.png

  1. If you are viewing you eBill from a mobile device, click this button to pay. There is no convenience fee with this option.
  2. Click this button to enroll in Autopay directly from your eBill. There is no convenience fee with this option.
  3. Click this button to pay with a credit card. There is a $1.75 convenience fee with this option.
  4. Enter your bank account information and click this button to make a one-time payment. There is no convenience fee with this option. If you select 'Save my payment information for future transactions', you will be given the option for one-click payments on future bills.
  5. One-click payments are available to customers who have saved their payment information. With this option, customers can pay directly from the email that their eBill is delivered in. There is no convenience fee with this option.
Note: If you have saved your payment information and would like to change it, simply enter the new payment information on your next eBill and select ‘Save my payment information for future transactions’ again. This will overwrite the previously saved information. If you would like to delete the saved payment information and not enter new payment information, please contact us by phone at 385-4631 or by email at vbwater@vbgov.com. If contacting us via email, be sure to include your account number, address, full name, and phone number associated with your account.

Note: Customers paying through the 'Mobile Device? Click Here to Pay' button may need to re-enter their payment information if their payment information was previously saved on a desktop.

Note: Customers making a one-time payment from their eBill using their banking information (not credit card) will not be charged the $1.75 convenience fee. The payment page will still show a static message in red stating that there is a convenience fee; however, eBill customers making an ACH bank payment can ignore this message. Their screen should show a fee amount of $0.00, like in the example below.
