​VA State Coronavirus Utility Relief Funding

The VA State Coronavirus Utility Relief Funding is a one-time payment assistance to water/sewer customers with financial hardship directly or indirectly caused by COVID-19. Eligible customers may have received a recent courtesy call regarding availability of this relief.

Eligibility Requirements:

    • Account is currently active.
    • Account should have a balance that is at least 30 days old as of December 30, 2020.
    • Account should have new charges between March 1, 2020 and November 30, 2020.
    • Account must have water and/or sewer service; only water and sewer related charges are eligible for relief.

Application Requirements:

    • Copy of most recent City Services Bill
    • Service address must match the address on the application
    • Application must be complete, and all required documents must be valid and legible
    • Applicant must attest that information provided is true and correct

In order to qualify, the customer or someone in the customer's household must have experienced financial hardship directly or indirectly caused by COVID-19. Examples include:

    • been laid off
    • place of employment has closed
    • have experienced a reduction in hours of work
    • must stay home to care for children due to closure of day care and/or school
    • lost child or spousal support
    • not been able to work or missed hours due to contracting COVID-19
    • unable to find work due to COVID-19
    • unwilling/unable to participate in previous employment due to high risk of severe illness from COVID-19
    • Other (must describe in application)

Application Deadline: The application deadline has been extended to December 2021. Applications received up until the original deadline of January 17 will be reviewed, determined for eligibility, and have payment applied by February 1. The payment applied can be found on PU Online Services or on your next bill. Applications received after the original deadline will be reviewed and determined for eligibility on an ongoing basis. 

IMPORTANT: Customers may only apply once per account. Customers applying on behalf of more than one account must submit separate applications. Applications cannot be edited or resubmitted after being submitted, so please ensure it is filled out fully and accurately. Customers are encouraged to have clear scans or pictures of required documentation prior to beginning their application. Funding will be determined and applied to the customer account at the close of the application period in January. Status updates are not available and bill relief amounts will be reflected on subsequent bills.

The state program has prioritized customers with balances that are over 60 days old. Relief amounts will be determined based on the allocation of funding from the state and demand for the program. Please note that if your application is approved, the relief may not cover your entire past due balance. Customers with balances less than 60 days old as of December 30, 2020 may not receive any funding.
