​VA State Coronavirus Utility Relief Funding (CARES Act)

The VA State Coronavirus Utility Relief Funding is a payment assistance to water/sewer customers with financial hardship directly or indirectly caused by COVID-19. 

Eligibility Requirements:

    • Account is currently active.
    • Account should have a balance that is at least 30 days in arrears after March 1, 2020.
    • Account should have new charges between March 1, 2020 and December 31, 2021.
    • Account must have water and/or sewer service; only water and sewer related charges are eligible for relief.

Application Requirements:

    • Copy of most recent City Services Bill.
    • Service address must match the address on the application.
    • Application must be complete, and all required documents must be valid and legible.
    • Applicant must attest that information provided is true and correct.
      • Applicants that are shown to have an attestation violation, such as submitting an application for multiple residential accounts for the same time period, will have their funding rescinded and will be prohibited from applying for any future bill payment assistance. 

In order to qualify, the customer or someone in the customer's household must have experienced financial hardship directly or indirectly caused by COVID-19. Examples include:

    • been laid off
    • place of employment has closed
    • have experienced a reduction in hours of work
    • must stay home to care for children due to closure of day care and/or school
    • lost child or spousal support
    • not been able to work or missed hours due to contracting COVID-19
    • unable to find work due to COVID-19
    • unwilling/unable to participate in previous employment due to high risk of severe illness from COVID-19
    • Other (must describe in application)

Application Deadline: The application deadline has been extended to December 2021. Applications are reviewed on a rolling basis, with payments applied for approved applications approximately every two weeks. The payment applied can be found on PU Online Services or on the corresponding bill. Applications received after the original deadline are being reviewed and determined for eligibility on an ongoing basis. 

IMPORTANT: Customers may only apply for relief for one residential account. Customers applying on behalf of more than one account (such as one residential and one commercial) must submit separate applications. Applications cannot be edited or resubmitted after being submitted, so please ensure it is filled out fully and accurately. Customers are encouraged to have clear scans or pictures of required documentation prior to beginning their application. Funding will be determined and applied to the customer account on a rolling-review basis. Status updates are not available and bill relief amounts will be reflected on subsequent bills. Customers who want to see if and when relief payments are applied to their accounts should enroll in PU Online Services to view and manage their account.

Customers receiving $600 or more in bill relief assistance will receive a 1099 Form from the City of Virginia Beach in 2022, as this is considered a taxable benefit per IRS rules.
