The City continues to operate under modified conditions and the office is closed to the public. Most departmental employees are working remotely but are available via phone or email. Staff encourages future applicants to apply online, rather than in person, by contacting Mark Reed at mreed@vbgov.com or (757) 385-8573.

 

Those without access to the internet may drop off applications at 2875 Sabre Street, Suite 500, placing the entire submittal package including application, plans and disclosure statement in a sealed envelope in the Drop Box located inside the vestibule in front of the lobby. Address the envelope to Mark Reed, Department of Planning & Community Development.  Requests for a paper copy of an application can be made using the contact information below. Applicants will be notified by phone or email to confirm receipt and processing of all applications, regardless of submittal method.

In accordance with Virginia Code § 2.2-3708.2, Virginia Code § 15.2-1413 and the City's Continuity of Government Ordinance adopted on September 15, 2020, and Chapter 1289 of the 2020 Acts of Assembly as amended, the Virginia Beach Historical Review Board will hold a general monthly meeting by electronic communication means on Wednesday, April 21, 2021 at 4:00 p.m. to discuss and transact business necessary to continue operations of the public body. The meeting will be hosted by the Department of Planning and Community Development via WebEx.

Historical Review Board CapeHenryLighthouseThe Historical Review Board (HRB) is an 8-member body, appointed by the City Council, responsible for the review of requests for new development and exterior building changes within the Historic and Cultural Districts of the City of Virginia Beach.

The Board determines when to issue a Certificate of Appropriateness, which is required before a permit can be issued. The Historical Review Board evaluates the development proposal's compatibility in terms of design and materials. An application for a Certificate of Appropriateness must be completed and submitted on or before the 10th of each month. The application submittal consists of (1) the Application Form and (2) the Disclosure Statement Form, both of which are provided on the right side of this webpage under Related Information.   

Meetings of the Historical Review Board are tentatively scheduled on the third Wednesday of each month at 4:00 pm and are subject to cancellation. The meeting is located in the Planning Department Large Conference Room at 2875 Sabre Street, Suite 500. Please contact the Planning Department at (757) 385-4621 for further information.

 Design Standards and Review Guidelines

​In the design review process in Virginia Beach, owners of properties located in designated Historic and Cultural Districts must get approval from the Historical Review Board for major exterior alterations/maintenance, additions, new construction, signs, and demolition. Board approval is in the form of a "certificate of appropriateness."

To assist property owners in project planning and Historical Review Board members with project review, the City of Virginia Beach has initiated the development of Design Standards and Review Guidelines for its Historic and Cultural Districts. The intent of the design guidelines is to provide helpful, interpretive, explanatory recommendations for appropriate design elements and materials for consideration when planning and reviewing proposed projects. These guidelines will be written and graphic information in a printed, book format (available digitally) that will focus on each district’s historic characteristics. They will be key support materials for administering design review and may be used to advantage by the boards and applicants alike in the review process.

The Design Standards and Review Guidelines project is partially funded by a Certified Local Government (CLG) grant from the Virginia Department of Historic Resources. The funding for CLG grants is from the federal Historic Preservation Fund. As a CLG, Virginia Beach is required to identify standards for review.

Property owners in Historic and Cultural Districts and the general public are invited to attend information sessions throughout the development process for the design guidelines. The City of Virginia Beach has contracted with Commonwealth Preservation Group (CPG) to lead the project and produce the Design Standards and Review Guidelines. They will be leading the public engagement efforts and will manage the April 15 public meeting. CPG was established in 2004 and provides preservation planning and design, historic rehabilitation tax credit, and historic resource and National Register nomination consulting services. They are based in Norfolk and all of their professional staff meet the U.S. Department of the Interior’s Professional Qualification Standards for History, Architectural History and Historic Architecture.
