NEW Web Address (planning.virginiabeach.gov)

The City of Virginia Beach has been gradually transitioning from vbgov.com to a new web platform with a new domain name (https://virginiabeach.gov). The Planning Department is in the process of drafting new web pages for the new site.  Planning's new web content is organized to make it easier for customers to find what they're looking for. For example, all permit types, regardless of the division responsible for that permit type, are listed under "Permits."

You can view the draft pages now to get familiar with the new layout. Beginning Thursday, June 15, planning's vbgov.com pages will either redirect to the corresponding new page or will redirect to a "Page Not Found" notification page that includes links to all new department home pages.

Planning Services

The Virginia Beach Planning Department offers services via appointment, including over-the-counter services for Zoning, Building, and Trade Permits, on Mondays and Thursdays. To schedule an appointment, please call 757-385-4621.  Over-the-counter services are also provided to walk-in customers Tuesdays, Wednesdays, and Fridays during the hours listed below. 

Permit applications may be dropped off in the reception area Monday through Friday, 8 a.m. to 5 p.m., or anytime in the drop box outside the main entrance.  Online permit application submittals and issued permits are always available via Accela Citizen Access.

Wednesday: 8 a.m. to 4:30 p.m.*

Friday: 8 a.m. to 4:30 p.m.*

The following services are not eligible for same day service at the Permits Counter and must be submitted through Accela Citizen Access.

Online submittals are available 24/7 through Accela Citizen Access. Review time frames for services submitted through the online permitting system (excluding those listed above) are 3 business days for the initial review and 3 business days for revisions.
