Youth Baseball Complex & Stadium

​​A Request For Interest & Qualifications (RFI) was advertised in September 2013 for a youth baseball tournament facility and additional athletic facilities at Princess Anne Commons. The City received four proposals in response to the RFI. 

Virginia Beach Professional Baseball, LLC (VBPB)​ Proposal

In November 2013, City Council directed staff to fully evaluate the Virginia Be​ach Profes​sional Baseball, LLC (VBPB)​ proposal. The proposal includes:
VBPB Park rendering 
Stadium rendering provided by VBPB
Stadium and Commercial Space
VBPB to construct 5,000 seat stadium with 2,000 berm seats as well as a 60,000 square foot commercial building
Youth Baseball Complex
VBPB to develop 13 lighted diamond fields (10 with artificial turf)
Princess Anne Athletic Complex Expansion
VBPB to develop four new lighted softball fields for public use

​Project Status

In January 2014, staff recommended that City Council lease property to VBPB at Princess Anne Commons to construct and operate the stadium/commercial space and youth tournament complex, and to construct the softball fields at Princess Anne Athletic Complex as described above. City Council was briefed on the project on February 4, 2014 and voted on February 11, 2014 to approve the lease to VBPB. 

On November 3, 2015, City Council approved changes to the lease terms to include:
  • ​Reduced commercial square footage associated with stadium​​
  • Reduced number of artificial turf fields from 10 to 3 
  • Phased field construction at baseball complex
  • Reduced number of new parking spaces to be constructed
  • Contribute up to $200,000 in funding for the four new public use softball fields at PAAC

Next Steps

VBPB will be responsible for construction, operation ​and maintenance costs of both the stadium and baseball complex. VBPB must submit detailed construction plans to the City for review and approval. Once plans are approved, construction is expected to take 12 months.
