 Parent Handbook

​The Parent Handbook​​ is designed to provide you with valuable information regarding our Out-of-School Time Programs, so you know what to expect from us. It also outlines our expectations for parents, guardians, and participants. Please take time to thoroughly read and discuss these parameters with your child. If you have any questions, please don’t hesitate to ask a member of our team.​

 Closings & Delays

​School Closings, Delays & Adjusted Dismissals

Our school-age programs (KidzQuest, KinderQuest, RISE, Mega Middle School Mania) at Virginia Beach City Public Schools and in our Recreation Centers, operate concurrent with the Virginia Beach City Public Schools school-year operating calendar.

    • On adjusted dismissal days, our programs begin once the students have been released from school, without any additional cost to you
    • Our programs are closed for most Holidays. Please refer to the school year payment schedule for specific dates.
    • We offer all-day break camps at select recreation centers for an additional fee for most days when schools are closed and we are open.

The Early Childhood programs at Bow Creek, Kempsville, Princess Anne and Williams Farm Recreation Centers operate in accordance with the City’s (Recreation Center) operating schedule.

Inclement Weather

Our programs may be forced to close due to severe weather conditions or unforeseen circumstances. Parents will be notified to pick up their child(ren) within the hour if the need arises due to inclement weather and/or facility closure. Discuss with your child the alternative arrangements you may have chosen for them.

Inclement weather closings are announced on local radio stations and TV stations [radio stations including: WTAR (am 790), WXMM (FM 100.5), WWDE (FM 101.3) and TV stations: WTKR-TV News Channel 3, WAVY-TV Channel 10, WVEC-TV Channel 13.]

    • All Before School Programs will be closed when school is closed or there is a delayed opening.
    • All After-School Programs will be closed when school is closed or released early.
    • KinderQuest Programs will be closed when school is closed or released early.
    • All Early Childhood programs at Bow Creek, Kempsville, Princess Anne and Williams Farm Recreation Centers will follow the operating conditions of the facility during inclement weather.

 Virginia Beach Parks & Recreation retains the right to adjust any program/camp details in the catalog, parent handbook and website including fees, locations, times, and starting dates. Fees are NOT pro-rated.​​​

 Authorized Pick-Ups & Account Modifications

Authorized Pick-Ups 

All individuals must be at least 18 years of age, present a valid photo ID at pick-up and listed for each child's ePACT record. Sending a note with your child is not acceptable as staff are unable to release your child until their ePACT record is updated.
 
We only accept the following forms of ID:
  • Driver's License (not expired)
  • Department of Motor Vehicles Issued Photo Identification Card (not expired)
  • U.S. Military ID (not expired)
  • U.S. Passport (not expired)
  • City of Virginia Beach Employee ID Badge
  • Virginia Beach City Public Schools Employee ID Badge

To make changes, please log-in to ePACT and follow the steps below.
  • In My Household, select your child's name
  • In my organizations, select Virginia Beach Parks & Recreation: OST Registration Management
  • Next to your child's personal profile, select the tab: Virginia Beach Parks & Recreation: OST Registration Management
  • Scroll to the end of the page for Emergency Contacts and select Edit
  • Select Add New Emergency Contact
  • Complete all required fields with a red asterisk (select skip e-mail)
    • Please ensure the person's name is as it appears on their valid ID and they are at least 18 years of age
    • We are unable to release if the name does not match, they are not at least 18 years of age or have one of the acceptable forms of ID listed above to present at pick-up
  • Select Save and Back to Profile
    • If you have multiple children, you will need to complete these steps for each one  

 Receipts & Tax Statements

​You can view payment receipts and your tax statement online. Please log-in to ActiveNet with your e-mail address or complete the Child Care Spending Report request form.
