PlanningDonations made for a kayak launch facility must first be approved by the
Planning, Design & Development (PDD) division of the Parks & Recreation department. PDD will work with the donor to identify if a suggested launch site is currently identified in the Virginia Beach Outdoors Plan. The team will then visit the site to determine suitability and if there is adequate water level at low tide for launching. Deciding factors include ensuring there is adequate access to the water, determining if parking is needed, and if ADA accessibility can be provided. These items must be considered before the department can approve and accept a donation to build this type of recreational amenity. Typically, after design and permitting, a kayak ramp can be built in a 2-6 month timeframe. Currently, the only site in a planning phase is in the Kempsville area at Princess Anne Road.

Funding
Each potential site is different and costs could range from $50,000 to $350,000 depending on requirements and specifications. Funding is needed for design work, wetland permitting and construction as well as any amenities or supporting infrastructure needed.
