Early Literacy Outreach

VBPL brings the library to young children and their caregivers throughout the Virginia Beach community, primarily through bookmobile visits to area preschools. Our staff presents skill-based storytimes, and provides teacher and parent trainings at school sites and other City locations. Partner preschools may hold VBPL institutional library cards so we can provide age-appropriate library books for their classrooms, along with other curriculum materials. To discuss partnership opportunities, contact our nearest branch or the Early Literacy Outreach office at (757) 385-0193 or

Institute Cards

VBPL institute cards are available for schools and child care centers (both public and private) in Virginia Beach. The cards are held by VBPL and used in cooperation with the school's Library Media Specialist or Principal/Director who liaises with VBPL. Each school card has a check out limit of 50 items, and materials are checked out for 35 days with one renewal possible, as long as there are no holds on the items.  School liaisons are responsible for ensuring that all VBPL materials are returned and that lost or damaged items are replaced.  The liaisons also coordinate their staff's requests for using the school institute cards.

To obtain an institute card, complete a VBPL library card application including the school information and name of the designee who will serve as the liaison with the VBPL. Visit any VBPL branch or contact to learn more and sign up for your school's card.

School Partnerships

Virginia Beach Public Library highly values its relationships with area schools. As a partner in education, VBPL offers enrichment opportunities for Virginia Beach students, educators, and their families. Throughout the year, we work closely with schools to share information, resources and engaging programming. In the past, we have worked together on initiatives such as the Summer Reading Challenge, Battle of the Books, and Literacy Nights. In addition to library and school events, VBPL is pleased to offer schools access to VBPL materials and resources through institute library cards. Virginia Beach City Public Schools (VBCPS) and Virginia Beach Public Library (VBPL) have also partnered to provide year-round digital public library access to all K to 12 students.

Contact our nearest branch to discuss these collaboration opportunities, or send an email to to find out more.
