 COVID-19 Real Estate and Personal Property Tax Relief Program

​The program provides tax relief for eligible households where an occupant has lost their employment due to COVID-19. A maximum relief of $500 for real estate tax and $250 for personal property tax is available, dependent upon application approval and individual circumstances.

​Applications for the COVID-19 Real Estate and Personal Property Tax Relief Program will be accepted from July 1 - 31. Only one application may be submitted per household. Please note that submission of an application does not guarantee approval. An accepted application does not guarantee any benefit disbursement – applications deemed complete will be selected for review on a lottery basis.

Applicants should be prepared to submit the required documents as proof of eligibility for the program. Incomplete applications or those missing required information will not be approved. Applicants for residential real estate relief should only claim their primary residence - absolutely no rental or secondary properties are eligible. Anyone who meets the eligiblity criteria listed below - whether they have paid their tax bill or not - is encouraged to apply.

For approved applicants, real estate relief will be paid in the amount of the billed taxes or up to $500 per household, whichever is lower. Personal property tax relief will be paid in the amount of the billed taxes or up to $250 per household, whichever is lower. Households may apply for both personal property and real estate tax relief, but will receive no more than a combined maximum of $750.

Program Requirements, Proof of Eligibility, and Application

  • A copy of the 2020 real estate and/or personal property tax bill
  • Residency as of March 1, 2020. Accepted documents include:
    • Address on Virginia Employment Commission (VEC) letter dated on or after March 1, 2020, or
    • Recent utility bill highlighting name and address for relief, or
    • Current rental agreement highlighting name and address for relief
  • Applicant must have been unemployed at any time after March 1, 2020 due to the COVID-19 pandemic. Accepted documents include:
    • VEC notice of benefits award letter dated on or after March 1, 2020, or
    • Formal notice of termination of employment letter dated on or after March 1, 2020, or
    • Formal notice of layoff, furlough or reduction in hours of compensation letter dated on or after March 1, 2020

Please note that you must create a separate account to apply for the City Services Bill Pandemic Relief Program. You may use the same email address but a unique password is required to create each account. 

 Locate Your Real Estate Tax Information

​If your real estate tax is paid as part of your mortgage, it's likely you don't receive a bill from the City. However, you can still retreive the necessary information through the City's online real estate property records. (Note: Property tax records are public information and can be viewed by anyone. Please do not be alarmed if other results come up during your search.)

A screenshot of all information on this page will be sufficient documentation if you do not have a paper copy of your tax bill available, or if your taxes were paid through a third party, such as your mortgage lendor.


 About the Program

​The COVID-19 Real Estate and Personal Property Tax Relief Program was adopted by consent by Virginia Beach City Council during the May 12, 2020 Special Meeting, under III. Ordinances | Resolutions, Item C: FY2019-2020 Taxpayers Assistance, #1: Taxpayer Relief, COVID-19 Impacts. The spirit of this measure is to ease the financial impacts of the Novel Coronavirus (COVID-19) Pandemic on Virginia Beach Residents.  

This program seeks to provide some relief aid in the form of a per household stimulus reimbursement for paid residential real estate and personal property taxes for the assessment period due date between June 5, 2020 and Aug. 5, 2020. Program access and approval is based on an application process with approved disbursement of any allocations on a lottery basis. This one-time appropriation of $2 million  provides local stimulus relief to as many as 4,500 households, or as few as 2,000 dual benefit recipient households, impacted by the COVID-19 pandemic in the City of Virginia Beach. 

General Program Provisions

  • $2 million dollars has been appropriated by Virginia Beach City Council for this program
    • $1,250,000 for real estate tax relief @ $500 maximum benefit per household which provides aid reducing the real estate tax burden on at least 2,500 Virginia Beach residential households
    • $750,000 for personal property tax relief @ $250 maximum benefit per household which provides aid to reduce the personal property tax burden for a minimum of 3,000 Virginia Beach residential households
  • Benefits are allocated on a household basis with a limit of one real estate relief disbursement and one personal property tax relief disbursement per household
    • Dual benefit allocation shall not exceed $750 per household for both the Real Estate and the Personal Property tax combined 
    • Only one application maybe filed per household
    • Personal Property tax relief reimbursement shall not exceed amount of the tax bill
  • Real estate relief will be paid in the amount of the billed taxes or a maximum of $500 per household, whichever is lower
  • Personal property tax relief will be paid in the amount of the billed taxes or a maximum of $250 per household, whichever is lower
