Affordable Home Repair Loans

​​​​​​​​​Your home is your castle-- one of your most valuable investments. Keeping your home in good repair protects your investment and helps everyone enjoy a better quality of life. Sometimes it's difficult to afford necessary repairs and improvements.

Help is available. Housing & Neighborhood Preservation provides affordable loans through the Home Repair Programs to help homeowners repair their homes and reduce future maintenance costs.

Virginia Beach Community Development Corporation (VBCDC) will be responsible for administering the FY 2015-2016 Housing Rehabilitation Program for the City. To inquire about programs and apply for assistance, please contact VBCDC:

Home Repair Loan Programs

 Emergency Home Repair

Before

The program offers affordable loans to assist with emergency repairs, which are not of a cosmetic nature and are required to remove health and safety hazards. It also covers necessary modifications to allow a physically disabled resident to remain in the dwelling.

After

The program provides grants and affordable loans to make emergency repairs to an eligible property. 

Funds are available to Virginia Beach residents whose household's total gross annual income does not exceed eighty percent (80%) of the area median income, adjusted for family size, as established by the U.S. Department of Housing & Urban Development (HUD).

 Exterior Home Repairs

The Facade Program  offers assistance for the correction of exterior code violations, energy improvements (i.e. new roof, windows and heating/cooling system), vinyl siding and handicapped accessibility improvements.

The program provides a 20-year 1% interest deferred loan (1% Annual Percentage Rate (APR)) for home repairs in order to improve the physical quality of the neighborhood, and the long term value and affordability of the dwelling for the homeowner. This program provides assistance for the rehabilitation of the property; it does not allow for remodeling. Assistance is provided one time only.

Persons who have participated in a housing assistance program may have a lien recorded against their property.

If you desire to pay off a lien or have any questions concerning a lien for housing assistance, please call the Asset Manager at (757) 385-5742. The Asset Manager will be able to determine the information you need for early payoff or other questions regarding a lien on your property.
