Home Buyers

Even though homeownership in Virginia Beach can be very affordable, down payment and closing costs often act as a barrier to buying. And while there has been a the slowdown in the housing market, housing prices in the city still remain above what is considered affordable to moderate income working professionals. In addition, many people do not know enough about the home buying process and what they can do to be better prepared.
If you're looking to purchase a home, Housing & Neighborhood Preservation can connect you to a variety of educational resources and assistance programs to help you make this important investment.

Resources and Programs for Homebuyers
  • Virginia Housing Homebuyer Programs (formerly known as Virginia Housing Development Authority)
  • Individuals may also qualify for down payment assistance or, if a veteran seeking a VA loan, a closing cost assistance grant. To see if you qualify for a Virginia Housing program, click here.
  • VHDA Community Heroes Grant: If you are a first responder (an employee of a law enforcement agency or the fire department) or a public school educator, VHDA may still have grant funds for households who meet the income qualifications.  If you qualify for this grant, you will need to use a lender that is approved for VHDA loans and is also part of the Federal Home Loan Bank of Atlanta Member Network.
