 Housing & Neighborhood Preservation Reopening Guidelines

The department’s offices are open for limited in-person services. More information about our reopening and safety measures in place can be found on this page. Our staff is also continually working hard to provide many other services remotely or directly in the field.

Safety Precautions in Place

  • Please wear a mask if you have not been fully vaccinated against COVID-19
  • ​Do not come in if you are sick, not feeling well, or have been around someone known to have been exposed to or tested positive for COVID-19, or are experiencing any of the following symptoms:
    • Cough
    • Shortness of breath
    • Fever
    • Headache
    • Muscle pain
    • Chills/Repeated shaking with chills
    • Sore throat
    • Loss of taste or smell
  • ​​Meeting space and lobby capacity are reduced to encourage social distancing among visitors and staff
    • Please limit the number of guests during your visit
    • You or guests may be asked to wait in your vehicle or outside if capacity has been reached
  • Frequent sanitizing of our facilities, especially high-touch points 
  • Sneeze guards at entry points
  • Signage and decals posted throughout buildings reminding about social distancing, frequent handwashing and occupancy limits
  • Drop-boxes are available in front of our buildings for delivering documents
  • Residents are encouraged to connect with the department and access services electronically, whenever possible

Rental Housing Division (Housing Choice Voucher/Section 8 Program)

The Housing Choice Voucher (HCV)/Section 8 waiting list is closed and no new applications are being accepted. For more information, click here.

Housing Specialists have limited in-office hours. Please contact your assigned Housing Specialist directly if you would like to schedule an appointment.

Interim Changes: During this public health emergency, Housing & Neighborhood Preservation has loosened certain requirements relating to interim re-examinations due to loss of income. If you worked in an industry that had to close due to the Governor's Executive Order stating "non-essential" employees must stay home, please contact your assigned Housing Specialist. We will ask that you provide documentation within 30 days from your employer. If it is determined that you intentionally understated your income, participants may have their voucher terminated or have to repay the department, depending on the amount overpaid on your behalf. 

Moves and Portability: To request a move or a port you must contact your assigned Housing Specialist directly.

Please note that calling the hotline does not guarantee assistance, since shelter, housing and other resources are prioritized for the most vulnerable people experiencing homelessness or a housing crisis in Virginia Beach.

Homeless Services

Walk-in services available Monday through Friday, 8 a.m. - noon:

  • Triage, assessments, consultation, and referrals
  • Same-day appointments and scheduling
  • Client applications and document drop-off

Day Services

Monday, Tuesday, Thursday and Friday: 7 - 11:30 a.m. or 12:30 - 3 p.m.
Wednesday, 7 - 11:30 a.m. 

  • Laundry, showers, housng support for unsheltered adults (18 and older)
  • Limited capacity; first-come, first-served basis
  • Individuals may access Day Services only once each day
  • Day Services will close from 11: 30 a.m. - 12:30 p.m. for additional thorough cleaning and sanitization.

  • Primary health care services for adults and children, including exams, immunizations, medication assistance, lab services, health education, and nutrition counseling
