Homeless Shelters

​​​​Designated shelters throughout the city shall follow the following criteria when in operation.

  • All shelters shall have a minimum of one staff or volunteer onsite and awake at all times acting as a “Life Safety Watch” while the shelter is in operation.
  • A no smoking policy shall be maintained.
  • Smoke detectors shall be installed in all sleeping areas and building corridors leading from the designated sleeping areas.
  • In a building with furnaces or appliances fueled by gas, propane or oil, carbon monoxide detectors shall be installed in each sleeping room.
  • All kitchen cook lines shall have a current inspection tag.
  • The maximum occupant capacity shall vary based on the type of shelter.
  • Seasonal Hypothermia - (35) square feet per person in the sleeping areas.
  • Disaster – (75) square feet per person in the sleeping areas.
  • Medical Friendly – (100) square feet per person in the sleeping areas.
  • At the request of the fire inspector the building may be required to produce a floor plan for the positioning of the sleeping mats. Shelter operators shall take into account that clear aisle space has to be available leading to the exits AT ALL TIMES.
  • Occupant load shall be calculated based on clear space. Furnishings (i.e. tables and chairs) shall be stored before sleeping hours.
  • Exit signs shall be posted above all doors that are considered emergency egress from the areas being used as shelter sleeping areas.

Conditions or violations identified by the Fire Marshal or Building Official at the time of the pre shelter inspection shall be corrected before the day of operation.

At no time shall it be acceptable to use shelter egress corridors or stairwells for sleeping.
