Business Development Initiatives

​​​​The Minority Business Council provides information, guidance and programs that enable business owners to understand how to work with the City of Virginia Beach.  Additionally, you may find useful information relevant to contracting with other government agencies.


Resolution, adopted in 2008 by City Council, established to increase minority participation in city contracting.  In 2019, the Resolution was amended with an aspirational goal of 12%.

Small Business Enhancement Program (SBEP) - implemented in August 2012, this programs enhances subcontracting/subconsulting opportunities for SWaM businesses.

Bond Waiver/Prequalification Program Information - Adopted by City Council in June 2011, the Bond Waiver Program alleviates the bonding burden for non-transportation construction related projects valued between $100,000 and $500,000.
