The Emergency Planning Community Right-to-Know Act (EPCRA), also known as Title III of the Superfund Amendments and Reauthorization Act (SARA) passed by congress in 1986 brought about the development of Local Emergency Planning Committees (LEPCs) within each state.​

The City of Virginia Beach Local Emergency Planning Committee (LEPC) consists of representatives from the community, law enforcement, emergency medical services, fire services, local environmental agencies, health care, media, industry, and local officials.​

The City of Virginia Beach Hazardous Materials Plan must be submitted ​annually. The full plan, including appendices, is available for public review at the Virginia Beach Fire Department Administration Building. It is located at 4817 Columbus Street, Fire Station 7, Virginia Beach, 23462.  You may request to review it at the reception desk.​
