Conduct City Business from the Comfort and Safety of Home

These services are available via phone and online.
​​​​​​​​​​​​Modern technology allows us to complete a variety of tasks from the comfort of our homes or while on the go. Though some residents may prefer to interact with customer service personnel directly, the hard realities we’re currently facing as we manage life during the COVID-19 pandemic may force some of us into new ways of doing things, at least temporarily. 

The City is adhering to guidance set forth by the Centers for Disease Control and Prevention (CDC) and the Governor’s Office to mitigate the spread of COVID-19. To this end, most City buildings have either closed to the public or are only offering limited access. The City encourages you to avoid visiting City buildings in-person to pay a bill or conduct other business. However, here are some services available to you online or by phone: 

Online Payments and Other Business:

  • CITY SERVICES BILL: (water/garbage & recycling/stormwater): You may pay by phone, online, text, mail or at a drop box. For instructions, visit vbgov.com/government/departments/public-utilities/customer-service/Pages/pay-my-bill.aspx
    • Call (757) 385-4631 for water turn-off/turn-on (new service) requests, no water or low water pressure complaints, burst pipes or hazardous meter lids 
    • Use Online Services to: View account/balance information, view/print billing statements, view consumption history, update account information, request to start/stop/transfer service, track service requests, request bill adjustment for a repaired leak and more.
    • If you are unable to access Online Services, you can also submit requests via email at vbwater@vbgov.com​. Include your first/last name, a callback number, service address, and your 16-digit account number if you have it. 
    • Appointments for processing utility connection fees (for new and renovated properties connecting to city water/sewer for the first time) will be conducted exclusively by telephone. Utility connection fee payments can be mailed in or placed in the drop box behind Building 23 at 2473 North Landing Road. Call 385-4171 to schedule a phone appointment for a fee review and determination.
    • At this time, Public Utilities is not disconnecting water service due to nonpayment. To avoid water service termination once service turn-offs for nonpayment are resumed, please continue to make regular payments on your account.

  • LIBRARIES: Fines and fees may be paid online using SmartPay. Additionally,
    • Virginia Beach Public Library  is extending dates for library card and materials between March 13 and March 27
    • Expiring library cards will automatically renew for an additional two weeks
    • Due dates for physical items will be extended by two weeks, no additional fines will accrue on overdue items and no holds will expire on-shelf (the $1 hold expiration fee will be waived at this time).

  • TREASURER’S OFFICE: The City Treasurer’s Office offers numerous methods to pay personal property and real estate taxes, parking tickets and other bills by mail, by phone, at the drop boxes or online using VBePay.   • COMMISSIONER OF THE REVENUE: all transactions will be conducted online, by email or mail.
    • Real Estate & Personal Property Tax Relief for Senior or Disabled Citizens - Filing deadline extended. Schedule an appointment after the threat of the Coronavirus has lessened. Applications or affirmations may be submitted by July 31, 2020. Apply by calling (757) 385-4385 or by email at REQ@vbgov.com.
    • New Business Licenses – Call (757) 385-4515 or email business@vbgov.com for proper instructions. Applications can be completed and mailed.
    • Existing Business Licenses – Renewals, payments and some account updates can be completed online at vbgov.com/cor​ (select the blue tab labeled VBePay Business License Portal).
    • Personal Property Services – (757) 385-4487 – persprop@vbgov.com​.
    • DMV Select Transactions and Services – Conduct DMV business online at DMVNow.com​ or call (804) 497-7100. Dealer title work can be dropped off. You will receive a telephone call upon completion. 
    • Audits – If you’ve received an audit engagement letter from the Commissioner's Office, send the requested information to busaudit@vbgov.com or USPS to: Commissioner of the Revenue, Attn: Audit Department, 2401 Courthouse Drive, Virginia Beach, VA 23456.   • WASTE MANAGEMENT: Purchase trash and recycle carts or rent yard debris containers by phone at (757) 385-4650 or visit vbgov.com/wastemgt


  • PERMITS & INSPECTIONS: Online Inspections Requests and Permitting options are available for all Plan Review, Commercial and Residential Building and all Trade permits. You may also pay for these services online. Visit vbgov.com/permits​ for more information or to login to the Permitting System. Call (757) 385-4211, option 3 with questions.

  • COURTS: They’re open for emergency matters as set forth in the Supreme Court Order issued on March 16. 
    • Civil or criminal filings – leave in lockbox on the steps of 10B for drop off.
    • Deed/land record recordings – leave in separate lockbox on the steps of 10B
    • Electronic recording available through two vendors, Simplifile (800-460-5657) and CSC (866-652-0111).

  • REAL ESTATE ASSESSOR: Some exterior inspections will be performed due to real estate assessment appeals, but no employees are allowed to enter buildings for interior inspections until further notice. Assessment Appeal deadlines will be extended if deemed necessary by the Assessor. All other business will be conducted remotely by phone (757) 385-4601, email assessor@vbgov.com or fax (757)385-5727. For those who are staying inside, here are a few services you can utilize at home:

  • Public Libraries have temporarily increased access to digital content. Customers may check out 8 (vs. 6) items per month from Hoopla and 10 (vs. 5) from Overdrive. VBPL’s digital content is available at vbgov.com/digital-library
  • Though recreation centers are closed, the fitness team and friends at Les Mills have made 95 workout options available for FREE online at watch.lesmillsondemand.com/at-home-workouts.
  • The Virginia Aquarium will be sharing new videos and activities to their Facebook page (daily during the temporary closure to offer a little educational fun for folks at home.
