Reporting Fraud, Waste, & Abuse

​​​​​​​​​From time to time, every organization experiences employee dishonesty, theft or fraud; the City of Virginia Beach is no exception.  Such acts impact the resources of the City and its departments, agencies and programs.

The City of Virginia Beach is committed to eliminating fraud and maintaining a highly ethical environment through​out our organization.  The City’s Fraud, Waste and Abuse Prevention Program, coordinated by the Office of the City Auditor, consists of a fraud reporting mechanisms, awareness training and investigation services.  This program is designed to assist City employees, departments, agencies and programs in preventing and detecting incidents of fraud, waste and abuse in the City of Virginia Beach.  This program focuses on dishonest acts by City employees or its contractors.  To report fraud, waste, or abuse, please call our HOTLINE 468-3330.

 Reportable Incidents

​Reportable incidents include, but are not limited to:

  • Theft or misappropriation of City resources
  • Falsification of offici​al documents or reports
  • Corruption or official misconduct, including misuse of City information, conflicts of interest, or offering or accepting bribes
  • Personal use of City-owned vehicles, equipment or supplies
  • Conducting personal business on City time
  • Improper use or spending of City tax dollars
  • Violations of City procurement policy or contract fraud
  • Tampering with government records
  • Obstructing, retaliating against, or tampering with a public servant, witness, prospective witness, or informant

The Office of the City Auditor does not investigate routine personnel issues such as employee grievances or complaints relating to civil rights, sexual harassment and equal employment.

The Office of the City Auditor works in conjunction with the Virginia Beach Police Department, the Commonwealth Attorney’s Office, and other law enforcement agencies when appropriate.

If you have information related to suspected fraud, waste or abuse within City of Virginia Beach operations, please report it to the Office of the City Auditor immediately.  You may contact us in a number of ways, depending on what is convenient for you.  Please be as specific as possible when describing the situation.  Communication with us is confidential.  If you wish to remain anonymous, please send us a detailed description through the mail.

In person:

The Office of the City Auditor is located in Room 344 in Building 1 at the Municipal Center.  Our office hours are 8 a.m. to 5 p.m., Monday through Friday.

By phone:​

Call the Fraud Hotline at 468-3330 which may be accessed 24 hours a day, 7 days a week.  Voicemail will be activated on holidays, weekends and when staff is unavailable to answer calls.  Callers may remain anonymous.  Caller ID and call back features have been disabled to maintain confidentiality.  Our office hours are 8 a.m. to 5 p.m., Monday through Friday. 

By mail:

Prepare a written description of the situation you wish to report and mail it to: City Auditor, City of Virginia Beach, 2401 Courthouse Drive, Building 1, Room 344, Virginia Beach, VA 23456-9012.  Please be as specific as possible.

By fax:

Prepare a written description of the situation you wish to report and fax it to 385-5875.  Please be as specific as possible.  Sending personal information by fax and/or email is not a confidential or secure means of communication.   If you wish to remain anonymous, we recommend you submit your allegation through regular mail.
