The Consolidated Benefits Office is partnered with BENEFITFOCUS​ to provide you with an online benefits enrollment platform where you have the ability to:
  • Receive details on all the benefit plan options offered to you, including coverage and cost
  • View informational videos and have access to tools to help you understand your benefits​
  • Enroll in and review your benefits online using a computer, tablet or smart phone.

Having Touble Accessing Benefits Enroll​ment?

You must know your login credentials to access BENEFITFOCUS. If you’ve forgotten your credentials, look below for instruction on accessing benefits enrollment or how to reset.

Retiree Username & Password

  • ​School Retiree Username:  RS + Retiree number (example: RS1234)
  • City Retiree Username: RC + Retiree number (example: RC1234)
  • Retiree Password: If you need help with your password…
    • Click on the “Retiree” link above to access the BENEFITFOCUS log in page, then click on the “Can’t access your account?” link for password reset instruction, or
    • Call BENEFITFOCUS at (866) 822-8688 from 8:00 a.m. – 6:00 p.m. EST.

Note: If your username is shorter than 6 characters, you need to insert leading zeros before your retiree number until your username is 6 characters long. For example, if you’re retired city and your retiree number is 35, your username is “RC0035.” If you’re retired school and your retiree number is 149, your username is “RS0149.”

City Employee Username & Password

  • ​​Enter your network username and password. If you have forgotten your username and/or password, please contact the help desk at 385-4357.​

School Employee Username & Password

  • ​School Username: VBCPS network username (example: EESMITH)
  • School Password: If you need help with your password, see Self Service Password Reset instructions available on, or you can also receive help from the following sources:​
    • ​Technical Support Technician (TST) if permanently assigned to a site or school.
    • Customer Support Center (CSC) at (757) 263-1111 if you are not assigned to a school.​
