KEMPSVILLE OFFICE CLOSED SEPTEMBER 1-3 FOR MAINTENANCE -  The Kempsville branch of the Virginia Beach City Treasurer's Office, located at 5340 Fairfield Shopping Center, will be closed Tuesday, Wednesday and Thursday, Sept. 1-3, for maintenance to replace air conditioning units. The drop box will continue to picked up daily.  Residents may go to other Treasurer's office locations for services including:

  • Main Office & Administration - Municipal Center, Bldg. 1 – 2401 Courthouse Drive
  • Beach Office – 420 Birdneck Circle
  • Thalia Office – Thalia Collins Square Shopping Center, 4001 Virginia Beach Blvd., #112

OFFICE REOPENING -  The City Treasurer's Office will be reopened to the public on Monday, June 15, 2020 with the exception of our Lynnhaven location.  The Lynnhaven Office opening will coincide with the Planning Departments opening, which has yet to be determined.  The Lynnhave dropbox will continue to be picked up daily.  We have prepared strict sanitizing guidelines to protect the public and our employees.  We ask that you respect the 6 feet social distancing and face covering mandates still in effect.  Please continue to review all the options below to conduct business with the City Treasurer for your convenience:

TRUSTEE PAYMENT PLANSThe City Treasurer's Office is offering payment plans to assist businesses in overcoming financial hardship during the Covid-19 state of emergency.  Please see our Trustee page for detailed information.

​Welcome! ​

I am Leigh Henderson, your City Treasurer. I am the custodian of all public monies of the City.  The primary purpose of my department is to maximize the collection of revenues on behalf of the City in a timely and efficient manner. I am also responsible to maximize return for all public funds invested by this office. 

​The overall functions of the office are, to a great extent, mandated by State and local legislation and the ability to carry out these mandates is limited by the availability of manpower and equipment.  It is the mission of the Office of the Treasurer to ensure economic vitality by the collection of revenue for the City of Virginia Beach and to support the mission of all other City Departments.

The legal authority for the Treasurer's duties and responsibilities is governed by the Constitution of Virginia, the Code of Virginia, Local Ordinances and charter provisions, case law, court decisions and opinions of the Attorney General.​ ​​​
