What is the difference between eCheck and Official Payments?
eCheck is a free online payment service provided by the City Treasurer for payment of combined water/storm water bills. This service will allow you to make an electronic fund transfer directly from your designated personal or business bank account. The eCheck service can only be used for the combined water/storm water bill.
If you prefer to use a credit card, the City Treasurer has partnered with Official Payments to allow payment for current combined water/storm water bills, personal property tax, real estate tax and parking tickets (Official Payments charges a convenience fee for this service). Credit cards accepted include American Express, Visa, Master Card and Discover.
Why can't I use eCheck to pay my personal property tax, real estate tax, or parking tickets?
The City of Virginia Beach is dedicated to bringing you the latest technology to make life more convenient for you. We are working continuously to bring you more payment options and will make them known to the public as they become available.
Why is there a fee charged to use this service?
The convenience fee charged by Official Payments Corporation is to cover their cost of processing the payment transaction. The City of Virginia Beach does not receive any portion of this fee. If you have additional question about the fee, please contact Official Payments Corporation directly by clicking the "Customer Service" tab on their website at www.officialpayments.com.
My real estate tax/personal property tax is past due - can I still use this service?
Yes, you may make payments for past due personal property or real estate taxes. Please remember it may take several days to be applied to your account. For the fastest credit to your account, please drop it off at one of our four Treasuer's Office locations (Fairfield Shopping Center, Haygood Shopping Center, 2401 Courthouse Drive, or 19th and Arctic).
I paid my current real estate bill in full, then received a notice it was not fully paid?
Pursuant to the Code of Virginia 58.1-3913, payments received may be applied to the oldest outstanding bill against the property. For a more detailed explanation on how payments are applied, please call 757-385-8258 or email VBRE4YOU@vbgov.com.
My parking ticket is past due - can I still use this service?
Yes, past due tickets are accepted for online payment and you may phone in your payment for a past due parking ticket by calling toll free 1-866-515-8162.
I entered the correct parking ticket number but the system will not accept it.
If you are having problems entering a parking ticket using OPC, please call 757-437-6436 or email krobinso@vbgov.com.
I entered the correct water bill number but the system will not accept it.
Your sixteen digit bill number should start with "000." If your bill starts with anything else please contact the water department at 757-385-4631 to receive your current bill number.
I made a payment using the online service today and my credit card was charged today. Why hasn't my account been credited yet?
Please allow at least three business days for payments to be reflected on your account. Payments made through this system on or before the due date will be considered on time and no penalty or interest will be charged unless payment is rejected. Please be aware that payments made for parking tickets during the summer months may take longer to process. Do not use this service if you are paying a water bill that is due within three days as you may experience an interruption in service while your payment is being processed.
