It's easy and free! Stop by any Virginia Beach Public Library location and fill out an application form. To be eligible for a library card you must: Provide proof of your current Virginia address Show a picture identification with a valid signature  All Virginia residents and their immediate families may apply for a Virginia Beach Public Library card. Residents of Knotts Island in North Carolina are also eligible to apply.

There is no age requirement for applying for a library card.

For people under the age of 18, a parent or legal guardian must sign the library card application and return it to the library with their proof of current address and picture idenification.

There is no charge to get a library card. Replacement library cards cost $1.
