Debt Administration provides long-term debt planning, issuance, and administration in accordance with the approved Capital Improvement Program to meet the City’s capital infrastructure needs.

Debt issuance occurs in the areas of general public improvement (roads, schools, building etc.), water and sewer utilities, storm water utilities, capital leases, Agricultural Reserve Program and public/private partnerships such as Town Center and 31st Street Garage.

The unit promotes effective communication with bond rating agencies in order to maintain the City’s high credit rating (“AAA” from Standard & Poor's) and manages debt in accordance with the City’s Debt Policies as outlined in the Annual Long-Term Debt Report.
