The purpose of the public art program is to enhance urban design through the creation of commissioned works of art that create a sense of place and improve the visual environment for the citizens of Virginia Beach. Cities have a responsibility to its citizens to expand their experience with the visual arts through the placement of quality artwork in buildings, facilities, and spaces within the city limits which establish and affirm the character of the city and which aid citizens in understanding the value of culture in the community.
