The Mental Health Substance Abuse Division promotes recovery for Virginia Beach Citizens and their families, with or at risk of, mental health, substance use or co-occurring disorders, through an array of coordinated services offering prevention, treatment and community collaboration delivered in a climate of dignity and respect.
