The mission of the Developmental Services Division is to plan, develop, and implement services for Virginia Beach residents with intellectual disabilities and their families.  This mission is achieved through the provision of consumer centered services designed to:

• Provide opportunities to individuals who have an intellectual disability to become self-directing and contributing members of our community.
• Support families living with family member with an intellectual disability.
• Provide early intervention when developmental delays are identified in young children.
• Promote the value of persons with intellectual disabilities living and working in the community.
