The Department of Public Works exists to sustain and improve the physical and environmental quality of the City for the benefit of its citizens. To this end, we plan for, acquire, build and maintain public infrastructure; manage the automotive fleet; manage residential solid waste; and provide mosquito control services.

Main Office

Our main office is located in the Municipal Center Complex on the third floor of Building #2 (Operations Building) adjacent to the City Hall Building.

Public Works Senior Management Team:

	Jason E. Cosby, P.E., Director - Jason directs the full range of Public Works programs and functions including, but not limited to: conception, planning, design, and implementation of all roadway/bridge/highway, storm water quantity and quality, and beach and coastal capital programs and projects; provision of architecture and engineering and project management services for all City capital projects, surveying, real estate acquisition and disposal, maintenance of all City streets, highways and bridges; maintenance of public beaches and public storm water facilities; traffic engineering; solid waste management; contracting and citizen communication and interaction functions.
	Kim Putman, Executive Assistant II - Kim provides support to the Director and staff; scheduling meetings, making travel arrangements, preparing correspondence, interoffice forms, agenda, certificates and requisitions and processing personnel and financial transactions.  She prepares reports requiring research, coordination, and compilation of data to provide groundwork for decision-making by higher authorities within the City; Kim oversees the compilation process for the department or division's annual budget by coordinating and assembling the input from various budget codes or work and assists in budget preparation.  Kim serves as department liaison to the City Manager's Office and MLT; she is also a member of the City’s Professional Support Development Team (PSDT) as well as the National Forum for Black Public Administrators.
	Susan Perry, Ph.D., Administrative Analyst - Susan performs in-depth research and analyzes information and data from sources primarily outside of the agency in support of the Director and the Operations Support Administrator.  She is also responsible for the supervision of the Administration Services division.
	Phil Davenport, Operations Support Administrator - Phil is the Operations Support Administrator responsible for organizing, planning and directing the Administration Services, Contracts, Real Estate and Stormwater Customer Service offices.  He is also responsible for the functions of waste collection, city landfill operations, and recycling as well as the Automotive Services division of Public Works.
	Mark Gemender, P.E., Operations Engineer - Mark plans, manages and directs the activities of the Operations Group of Public Works including the divisions of Highway and Operations Management.  This includes, but is not limited to, street maintenance, dredge maintenance, mosquito control, traffic operations, bridge maintenance and infrastructure maintenance contracts.
	John Fowler, P.E., City Engineer -  John directs and oversees the activities of the City Engineer’s Office including the full range of functions of the Transportation Programs and Projects Division, the Building Design and Construction Division, the Water Resources Division, the Traffic Engineering Division, and the Engineering Services Division.
