Request for Qualifications
The Virginia Beach Development Authority issues this Request for Qualifications (RFQ) for the development of a 19th Street mixed-use parking facility. The development will incorporate form-based code standards to include ground floor setbacks, façade design, and height limitations. The publicly owned parcel is bounded by Arctic Ave. to the east, Baltic Ave. to the west, 19th St. to the south, and 20th St. to the north. All frontage building types will be mixed-use, and the ground floor will be dedicated to commercial use with upper floors accommodating commercial, residential, hotel, or office use. In addition, the 20th St. frontage can be exclusively apartments or row houses. Proposals will include a stormwater compliance plan and a landscape - streetscape plan. The parking facility will have a minimum of 800 public parking spaces, a design life of 50 years, and a completion date of May 2015.
