The skilled and professional staff of the Public Works Department provide full life cycle management of the City’s coastal resources. This encompasses design, construction, implementation of programs and preventative maintenance to enhance Virginia Beach’s existing navigable waterways and beaches. Public Works provides the full range of engineering, project management, surveying, technical services, and operational maintenance functions to support this initiative with projects such as:
- Neighborhood Navigation and Dredging program
- Sandbridge Beach Replenishment
- Rudee Inlet Dredging

The Beaches and Waterways Advisory Commission was tasked by City Council in August 2000 to comprehensively review and revise the 1993 Beach Management Plan. The plan was developed with substantial input from the citizens and civic leagues of Virginia Beach, City Staff representing many different departments and the efforts of the Commission. The
Beach Management Plan was adopted by City Council on December 10, 2002.
