The purpose of the Design Standards Manual is to provide conformity in the design and engineering review of public water and wastewater utility improvements, that are to owned and maintained by the City of Virginia Beach, Department of Public Utilities.
Easement Requirements
Since current design guidelines permit the developer's engineer to design the placement of public utilities in easements as a measure of last resort, a procedural change is necessary for Public Utilities to determine whether proposed easements are acceptable.
