
Mr. William "Jack" Whitney, Jr., AICP was named Director of Planning and Community Development in July 2007. Jack first worked for the Planning Department as a Planner from 1975 to 1987. From 1987 to 1989, he served as Director of the City's Department of Environmental Management. Following several years working in the private sector as a consultant, Jack returned to public service in 2000 when he was hired as the Director of Agriculture. Experienced in wearing multiple hats, he also served as Interim Chief Financial Officer from 2005 to 2006 and Interim Planning Director for several months in 2007.
Mr. Whitney is a former Chairman of the Chesapeake Bay Citizens Advisory Committee and served for six years as a gubernatorial appointee to the Chesapeake Bay Local Assistance Board. He also served on the Virginia Citizens Wetlands Advisory Committee, Virginia Chesapeake Bay Partnership Council, Virginia Conservation Network, and several civic and agricultural boards.
Jack obtained a Bachelor of Arts degree in Political Science and a Masters degree in Urban and Regional Planning and Design, both from Virginia Tech. Jack is also certified through the American Institute of Certified Planners (AICP).
As Planning Director, Jack Whitney provides overall direction and guidance for all divisions of the department. He also serves as the primary staff liaison for the Planning Commission, City Council, and several other Boards and Commissions.
